About this opportunity

The Michigan Department of Technology, Management & Budget is requesting proposals for Construction Management services for the Selfridge Air National Guard Base Runway Encroachment Solution Airfield Improvements project (File No. 511/23420.JLM), with proposals due July 30, 2026 and a short-listed vendor procurement restricted to pre-selected Construction Management firms. This is a Design-Bid-Build Type B-3 project limited to qualified, short-listed firms only.

The scope encompasses preconstruction and construction phase services for approximately 1,100 linear feet of hardened overrun with 200 feet of blast pad, runway threshold and end lighting replacement, hammerhead pavement construction, taxiway extensions (Taxiway A and Taxiway B north to the new overrun with Portland cement concrete pavement), perimeter road relocation, and approach lighting and navigational aids realignment at Selfridge Air National Guard Base in Michigan. Work includes runway pavement reconstruction as full-depth Portland cement concrete, relocation of Runway 01-19 thresholds (2,508 feet displacement at Runway 01 end and 690 feet at Runway 19 end, maintaining 8,190 feet threshold-to-threshold length), taxiway extensions, blast fence systems, in-pavement runway lighting with ALSF-1 approach lighting systems, precision approach path indicator (PAPI) relocation, instrument landing system (ILS) component repositioning, utility relocations (gas, electric, water, sanitary and storm sewer), and comprehensive grading, drainage, and underdrain systems. The project encompasses multiple phases with preliminary design completion in September 2026, construction documents completion in March 2027, construction start in December 2029, and final completion thereafter. Construction coordination must maintain emergency services access and West Operations area continuity; work hours are 7 a.m. to 7 p.m., Monday through Saturday, excluding government holidays. The project superintendent must have minimum 10 years construction experience with at least 5 years on similar airfield projects.

The total Construction Manager Not-to-Exceed Contract Amount is $140.94 million, encompassing preconstruction services, construction budget, contingency, general conditions, performance and payment bonds, builders risk insurance, and CM fees. The estimated construction contract value is substantially higher but is not separately specified in the RFP. The professional services designer is Mead & Hunt, Inc., located in Lansing, Michigan. Questions are due July 16, 2026 with responses posted by July 23, 2026. Interviews are scheduled for August 5, 2026 in-person at Selfridge ANGB or via video at the Design and Construction office in Lansing, with anticipated recommendation to the Director August 17, 2026 and contract execution by September 30, 2026. All contractors and subcontractors must complete annual State Project Registration (SPR) requirements with the Department of Labor and Economic Opportunity before bidding. The DTMB Project Director is Josiah Meyers.
