Project Specifications Summary
This is a comprehensive runway specifications document for the Mitigate Runway Encroachment project at Selfridge Air National Guard Base (SANG) in Mt. Clemens, Michigan, prepared by Mead & Hunt Inc. as a Design-Bid-Build Type B-3 (100% Final Design Submittal). The project involves significant airfield improvements including runway relocation to parallel Taxiway B, replacement of existing asphalt runway pavement with full-depth Portland Cement Concrete (PCC) pavement, extension of the runway to the north with a new PCC section, and widening of shoulders to 25 feet with new asphalt pavement. Additional work includes installation of new perimeter and airfield fencing with gates, construction of a new North Perimeter Road alignment, replacement of runway threshold and end lighting with new ALSF-1 approach lighting systems, replacement of PAPI systems at new locations, relocation of Glideslope and Localizer infrastructure, and replacement of REILs and signage. The project encompasses multiple construction phases (Phases 0 through 4) with temporary displaced runway elements and coordinated FAA flight checks for navigation aids. The contractor must provide a lump sum price for base bid items and four cost allowances totaling approximately 15,000 cubic yards of subgrade stabilization materials and 75 off-base tree removals, plus two alternate bid items for milling and overlaying existing runway shoulders and constructing widened runway asphalt shoulder pavement sections. The project requires coordination with concurrent Rosso Highway and Irwin Drain relocation projects, and work must maintain continuous access for emergency services and West Operations area throughout the construction period.
The contract requires extensive coordination with multiple government entities including Base Civil Engineering, Air Traffic Control Tower operations, and the Federal Aviation Administration. The contractor must maintain strict security protocols at Selfridge SANG, a closed military installation, including Entry Authorization Lists, security clearance processing, contractor-provided gate security personnel, and compliance with base access regulations through designated contractor gates. Working hours are established as a 12-hour period between 7 a.m. and 7 p.m., Monday through Saturday, excluding government holidays, with special coordination required for runway modifications during approved and coordinated closures. The project superintendent must have a minimum of 10 years construction experience with at least 5 years on similar airfield projects and be available on-site or by cellular phone throughout performance. Critical scheduling requirements include submission of a Preliminary Project Schedule within 15 calendar days of Notice to Proceed and an Initial Project Schedule within 42 calendar days, with monthly schedule updates thereafter. The contractor is responsible for all costs associated with formal partnering sessions (including third-party facilitator, meeting room, and materials), site photography documentation with minimum 20 digital photographs weekly from at least 10 viewpoints, and comprehensive compliance with USACE EM 385-1-1 Safety and Occupational Health requirements. All submittals marked with "G" classification require government approval, and the contractor must provide evidence of turned-in security passes and badges from all personnel before final payment is issued.
