About this opportunity
Letcher County Fiscal Court in Kentucky is issuing an Invitation for Bid (IFB) for pre-demolition asbestos abatement and removal services at residential properties acquired through a voluntary property buyout grant program. Qualified contractors must be licensed by the Division of Air Quality and accredited in the State of Kentucky to be eligible for consideration. The scope of work includes identification and removal of asbestos-containing materials (ACM) as identified in hazardous material inspections, with all work required to conform to NESHAP, AHERA, and OSHA standards and regulations. One residential property has been identified for potential abatement at 9790 Old Highway 15 in Isom, Kentucky; however, there is no guarantee of work quantity as structures may fall out of the program or be awarded to other contractors. All quoted rates must be all-inclusive, covering removal from the property, transportation to an approved landfill, and disposal at a permitted facility. Bids are due May 14, 2026, at 9:00 AM ET through the DFS Procurement Portal, with bid opening scheduled for 10:00 AM ET the same day, and award anticipated at the Fiscal Court meeting on May 18, 2026, at 10:00 AM ET. Contractors must commence work within seven days of receiving a notice to proceed and complete work within fourteen days, or the county may award the work to the next qualified vendor. Bidders must submit copies of liability and workers compensation insurance, Division of Air Quality licenses and accreditation, active SAM.gov registration with UEI number, and the name, address, and phone number of the approved landfill where asbestos waste will be disposed, with scale and tipping tickets required as documentation.
Letcher County Fiscal Court actively encourages submissions from women, minority, and veteran-owned businesses and is designated as an Equal Opportunity Employer. Federal compliance requirements under 2 CFR 200.321 mandate affirmative steps to solicit qualified small and minority businesses, women's business enterprises, and labor surplus area firms, including placing such enterprises on solicitation lists and dividing total requirements into smaller tasks when economically feasible to maximize participation. Contractors must maintain Commercial General Liability insurance with a minimum aggregate limit of $2,000,000 and per-occurrence limit of $1,000,000, Comprehensive Automobile and Water Vehicle Liability coverage with minimum limits of $1,000,000 per occurrence combined single limit, and Worker's Compensation insurance with employer's liability coverage of not less than $1,000,000 per occurrence. Additionally, all contractors and subcontractors must submit Drug-Free Workplace Affidavits, Certification Regarding Lobbying forms, and Non-Collusion Declarations as mandatory conditions of contract compliance. No approved asbestos landfills exist in Letcher County; the closest permitted facility is Laurel Ridge Landfill in Lily, Kentucky, and asbestos disposal must occur at sites approved by the Division of Waste Management in accordance with 401 KAR Chapter 47 and all applicable federal, state, and local laws. The specific contract value or budget range is not disclosed in the procurement documents.
