About this file

This is a Certification Regarding Lobbying form associated with Letcher County Fiscal Court's invitation for bid on asbestos abatement services in Kentucky. The document certifies that no federally appropriated funds have been or will be paid to influence federal officials in connection with the contract award. The project involves pre-demolition asbestos abatement and removal services at a residential property acquired by Letcher County through a voluntary property buyout grant program. Qualified contractors must be licensed by the Division of Air Quality and accredited in the State of Kentucky to be eligible for consideration.

The certification form requires the contractor to disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL if applicable. All subcontractors and subrecipients are required to include identical certification language in their award documents and certify accordingly. Contractors who fail to submit the required certification face civil penalties ranging from $10,000 to $100,000 for each failure, and the certification is subject to the provisions of 31 U.S.C. Chapter 38 regarding false claims and statements.
