About this file
This is an Affirmative Steps form (Form 200.321) issued by Letcher County Fiscal Court in Kentucky, outlining federal compliance requirements for contracting with small and minority businesses, women's business enterprises, and labor surplus area firms under 2 CFR 200.321. The document establishes mandatory affirmative action procedures that contractors and subcontractors must follow when bidding on projects, including the 404 Buyout Demolition RFB Round 5 asbestos abatement services contract.
The affirmative steps required include placing qualified enterprises on solicitation lists, assuring that minority-owned, women-owned, and labor surplus area firms are solicited as potential sources, dividing total requirements into smaller tasks or quantities when economically feasible to maximize participation, establishing delivery schedules that encourage participation by these enterprises, and utilizing assistance from organizations such as the Small Business Administration and the Minority Business Development Agency. These requirements apply to all contractors and subcontractors engaged in the procurement process and are mandatory conditions of contract compliance.
