About this opportunity

The City of Portland, Oregon Bureau of Transportation is conducting a five-year solicitation for fabrication of new bike racks and refinishing of existing ones, with bid opening on June 26, 2025, at 4:00 p.m. PST under ITB 00002593 (updated from 00002571 due to BuySpeed technical difficulties). A local-contracting preference applies: vendors must be located within Portland with a current business license and current on Business License Tax obligations unless circumstances necessitate purchases elsewhere.

New bike racks must be 35 inches tall and 30 1/8 inches wide, constructed of ASTM A53 Grade B steel pipe with hot-dip galvanizing and two-coat powder coating in Gentian Blue (RAL #5010). Refinishing involves one of two approved approaches: zinc-rich epoxy primer with polyester TGIC finish, or two-coat powder coating system. Contractors must submit sample racks—two using each approach—for City testing and selection of the preferred method before fulfilling subsequent purchase orders. During the five-year term, the City anticipates fabricating approximately 880 new racks and refinishing 650–725 single racks and 55 rack clusters on an as-needed basis with no guaranteed minimum or maximum. Oregon prevailing wage rates apply as the anticipated value exceeds $50,000.

The City issued a non-mandatory pre-proposal meeting on June 12, 2025. Questions were directed to Christina Hollen-Morey, Procurement Specialist, at 503-201-3823. Bid prices must be F.O.B. destination, freight prepaid and allowed, and remain firm for 60 days after opening. Bidders must register in SAP Ariba for payment on Net 30 terms via ACH. The City has notified intent to award Huntco Supply of Portland, Oregon, which submitted the lowest bid of $1,537 among three responsive submissions; the award becomes final seven calendar days after the July 2, 2025 notice of intent to award unless protests are filed within that window with Chief Procurement Officer Sylvester Donelson, Jr.
