About this file
This is Addendum No. 3 to Invitation to Bid (ITB) 00002571 issued by the City of Portland, Oregon Procurement Services for a five-year solicitation for fabricating and refinishing bike racks. The addendum addresses questions raised during the non-mandatory pre-bid meeting and clarifies specifications for two primary tasks: Task 1 involves manufacturing approximately 880 new bike racks during the five-year contract term, while Task 2 involves refinishing 650-725 single racks and 55 rack clusters. Both new and refinished racks utilize the same rack style featuring a crossbar and wire interior design. The City will request goods and services on an as-needed basis with no guaranteed minimum or maximum quantities. Proposals were originally due June 25, 2025, at 4:00 p.m. Pacific Time, though a subsequent notice indicates the bid number was updated to 00002593 with bid opening extended to June 26, 2025, at 4:00 p.m. PST due to technical difficulties.
Key specification clarifications include confirmation that A36 plate material is required and cannot be substituted with 44w plate material; raw material certifications are not required; slip critical joints are not specified on the single bike racks; and existing racks are not manufactured from non-ferrous metals or galvanized steel substrates. For newly fabricated racks, both hot dip galvanizing and powder coating are required, with wire installation occurring after these processes to prevent damage. The contractor must provide one bike rack per completed manufactured lot for testing. The addendum includes detailed inspection standards and testing requirements per ASTM and SSPC specifications, including ionic contamination testing, surface preparation standards, hardness testing, dry film thickness measurement, and pull-off strength testing. The City may visually inspect assemblies and witness or perform coating thickness, hardness, and adhesion testing when lot testing occurs.

ADDENDUM NO. # 3
ITB No. 00002571
FOR
Fabricating and Refinishing Bike Racks
PROPOSALS DUE:
June 25, 2025 By 4:00 P.M. Pacific Time
This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
This Addendum is to respond to questions and clarify ITB 00002571.
Questions
1. Does the customer have a specific lot size requirement and frequency for new and refurbished bike racks. This will help determine shipping costs.
2. Can 44w plate material be substituted for A36. This is the Canadian equivalent to A36.
3. Are raw material certifications required for this bid if awarded.
4. From the Non-Mandatory Pre-Bid meeting, bidder wanted to know if we can provide the language for
SSPC-VIS 1, 3, 4, and 5.
5. Will slip critical joints be specified on customer drawings?
6. Are any of the existing bike racks manufactured from Non-ferrous metals or galvanized steel substrates?
7. Will the client be providing the required frequency for testing (eg. 1 in 10 pcs, 1-25pc…)?
8. Holes for galvanization, where will they go on the bike rack?
9. What are the racks that are getting refinished? Are they the same as what’s being asked to be fabed
(rack with crossbar and wire inside) and what current finish is on those racks?
10. If the new racks get galvanized, I’m worried the wire will get stuck, during the galvanize dip process and end up being useless. Is hot dip galvanizing required, along with prime and powder coat on new bike racks?
11. Please add a photograph of the used racks to be refinished.
12. Can the client provide the Inspection standards
Answers
1. No, we do not have a specific lot size. Good or Services will be requested on an as-needed basis, and there is no guarantee of a minimum or maximum quantity under the awarded Price Agreement;
Sylvester Donelson, Jr. Sara Morrissey Michael Jordan Chief Procurement Officer Deputy City Administrator City Administrator however, we estimate to order about 880 New Racks under Task 1 during the 5-year term, 650-725 Refinished Single Racks and 55 Rack Clusters under Task 2 during the 5-year term.
2. No, 44w plate material cannot be substituted for A36.
3. No, this is not required.
4. SSPC is now part of AMPP (The Association for Materials Protection and Performance). SSPC develops standards for surface preparation, coating application, and other aspects of protective coatings. SSPC- VIS 1, 3, 4, and 5 are visual inspection standards and the number (e.g. 1, 3, 4, and 5) relates to the blasting type used.
5. There are no slip critical joints on our Single Bike Racks.
6. Our existing bike racks are not made from non-ferrous materials such as aluminum. Because of the rusting underneath their coating, we strongly believe that they were not made of galvanized steel substrates.
7. From page 4 of ITB: Contractor shall provide to the City 1 (one) Bike Rack per completed manufactured Lot for testing.
8. Placing the weep holes on the underside of the bends is an option, though we are interested in seeing if it’s possible to do it on the underside of the flange. We will defer to the advice of the galvanizer if we need them in both places or if we can do it in just the flange.
9. Yes, the racks in Task 2 are the same rack style as in Task 1. The racks in Task 2 are powder coated.
10. The wire can be installed after the galvanizing and painting process, which are both required for newly fabricated racks.
11. See below:
Bike Rack Cluster:
-racks welded onto flat bar in sets of 3
Single bike rack:
12. After further research, we are updating the test section of the ITB, Attachment 2 City of Portland Standard Construction Specifications Section 593:
The following language is added to/deleted from the solicitation. New language is in bold AND underlined and deleted language is in strikethrough:
