About this file
This Invitation to Bid (ITB 00002571) is issued by the City of Portland, Oregon, Bureau of Transportation (PBOT) for fabricating new bike racks and refinishing existing ones. The project encompasses two primary tasks: fabrication of new bike racks according to technical specifications and refinishing of single or clustered existing bike racks using one of two approved approaches. New bike racks must be 35 inches tall, 30 1/8 inches wide, constructed of ASTM A53 Grade B steel pipe with hot-dip galvanizing and two-coat powder coating in Gentian Blue (RAL #5010). For refinishing, contractors must demonstrate competency by processing four sample racks—two using Approach #1 (zinc-rich epoxy primer with polyester TGIC finish) and two using Approach #2 (two-coat powder coating system)—after which PBOT will select the preferred method for all future orders. The bid opening deadline is June 26, 2025, at 4:00 p.m. PST (updated from the original June 20 date). A non-mandatory pre-proposal meeting is scheduled for June 12, 2025, at 1:00 p.m. PST via Microsoft Teams. Contractors must be prepared to deliver ordered items within 8–10 weeks of receipt of purchase orders to the PBOT Material Distribution Center at 3150 North Mississippi Avenue, Portland, Oregon 97227. The contract will be awarded to the lowest responsive and responsible bidder and is structured as a five-year solicitation with potential for ongoing purchase orders.
Bid prices must be F.O.B. destination, freight prepaid and allowed, inclusive of all labor, materials, permits, licensing, packing, handling, and shipping charges. Prices shall remain firm for 60 calendar days following bid opening and must be submitted on the City-provided bid schedule form for each of five line items: new bike rack fabrication, bike rack refinishing Approach #1, bike rack refinishing Approach #2, bike rack cluster refinishing Approach #1, and bike rack cluster refinishing Approach #2. The City's standard payment terms are Net 30 days via electronic funds transfer through the ACH network, and vendors must register in SAP Ariba to receive payment. Oregon prevailing wage rates apply to this contract as the anticipated value exceeds $50,000. A bid bond is not required. The City reserves the right to reject any or all bids and to cancel the solicitation at any time without award. Local contracting preferences apply for purchases under $250,000, requiring vendors to be located within Portland with a current business license and current on Business License Tax obligations unless circumstances necessitate purchases elsewhere. Intergovernmental cooperative purchasing is available, allowing other public agencies to extend identical prices and terms; contractors may opt out in writing. The City will provide an Acceptance Certificate upon successful testing of sample lots, after which contractors may deliver goods fulfilling subsequent purchase orders. Failure to meet delivery schedules or specifications may result in contract cancellation, with the contractor liable for excess costs incurred by the City in sourcing products from alternative vendors.

SECTION 1 INTRODUCTION
1.1 Background
The Portland Bureau of Transportation (“PBOT” or “City”) provides bike racks in the public right-of-way to ensure people biking and riding scooters have convenient places to park near their destinations in business districts and along commercial corridors. PBOT’s Transportation System Plan (TSP) has a modal goal of 25% of trips in Portland to be taken by bicycle by 2035. Bike parking is an important element to support this. To date, PBOT has installed nearly 7,300 individual racks on sidewalks and 155 bike corrals in the street, which comprise of an additional 1,115 racks. Maintaining a constant supply of new bike racks to install citywide to fulfill bike parking requests is imperative.
Additionally, the finish is failing on hundreds of existing PBOT bike racks, both in storage and already installed in the public right-of-way. To protect these assets and remedy the problem, PBOT will have these racks stripped, galvanized, and refinished.
This Invitation to Bid encompasses both the fabrication of new bike racks as well as refinishing failing ones that already exist.
