About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, is soliciting construction bids on behalf of the Michigan Department of Corrections for water softener and salt storage upgrades at Lakeland Correctional Facility, with a mandatory pre-bid meeting on November 10, 2026 at 10:00 a.m. The building-controls package limits acceptable manufacturers to Trane (Tracer Summit SC+), Johnson Controls (Corporate), Honeywell (Corporate), and Siemens (Corporate). Addendum 1 also sets a 10% pricing preference under the State's service-disabled veteran-owned business (SDVOB) program, which requires proof of status through DD214 documentation and ownership records, or NVBDC certification, since Michigan does not pre-certify SDVOBs or accept CVE or VetCert status.
The work covers triplex domestic water softener systems, brine silos, brine pump systems, reverse osmosis systems, and associated piping, valves, controls, and electrical components in the power plant basement at 141 1st Street, Coldwater, Michigan. The HVAC-related controls must be a standalone BACnet Direct Digital Control system that operates without connection to existing building networks or exterior communication, and it must comply with ASHRAE/ANSI 135-1995. Required deliverables include 12 months of warranty coverage with 24-hour response for business-hour service calls and one 8-hour owner training session. Existing softened water and reverse osmosis service must remain operational, and shutdowns require Michigan Department of Corrections approval at least 10 days in advance. Applicable NIGP codes are 90924, 91036, 91060, 91240, 91244, 91438, 91450, and 91468.
Addendum 1 extends the bid due date from November 11 to November 25, 2026 at 2:00 p.m. Eastern. Bids are uploaded through SIGMA VSS, limited to two attachments under 25 megabytes each, and must include a Bid Summary, Bid Schedule, Bid Bond, and certification forms, plus a 5% bid security. Proof of State Project Registration from the Department of Labor and Economic Opportunity is required. Final questions go to Devon Pung at Matrix Consulting Engineers, Inc. by 5:00 p.m. on November 18, 2026. The October 27, 2026 pre-bid meeting has passed. Contractors who attended it are not required to attend the November 10 meeting but remain eligible to bid.
