About this opportunity
Michigan's Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division, is soliciting construction bids for the sanitary sewer upgrade at the Michigan Department of Corrections' Chippewa Correctional Facility (File 472/26156.MDL), with bids due November 4, 2026 at 2:00 p.m. Eastern through SIGMA VSS. A 10% pricing preference applies to service-disabled veteran-owned businesses (SDVOB) under Michigan Public Act 91 of 2005. Bidders must indicate SDVOB status in their bid and submit proof of service, discharge conditions, service-connected disability, and business ownership. The state does not pre-certify SDVOBs or accept federal CVE or VetCert certifications, and a qualified SDVOB is at least 51 percent owned by veterans with service-connected disabilities.
The work is performed in Kincheloe, Cass County, Michigan, and includes a new building to house a Sewer Pretreatment Station at 4269 West M-80, with bar screen equipment, HVAC, plumbing and utility connections, electrical service, power distribution, and controls. Bar screen room control devices must be Class 1, Division 1 listed. Bidders must design and install a sewer bypass system, with pumps sized for an average flow of 0.35 MGD, a peak day flow of 0.90 MGD, and a peak hourly flow of 1.5 MGD. New electrical service is directionally bored. Work inside the secured area is limited to a temporary bypass connection at an existing manhole. Job trailers and conex boxes may be stored on site and must be locked daily, and other tools must be removed daily. Work hours are flexible and are scheduled with facility management after award. Substantial completion is due January 7, 2028. Each bid requires 5% bid security and proof of State Project Registration from the Department of Labor and Economic Opportunity.
Addendum 3, issued October 30, 2026, is the most recent amendment and clarifies bypass pump capacity. Addendum 2 provides eleven clarifications and reissues sheets C-002 and C-003, and Addendum 1 is dated October 23, 2026. Bidders must acknowledge all addenda in their bid submission, and failure to do so may result in rejection. The mandatory pre-bid walkthrough on October 21 and the question deadline of October 28 have passed. Matrix Consulting Engineers, Inc. serves as professional consultant, with Mike Lusk as Project Director. Bidders may submit up to two attachments, each under 25 MB.
