About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division is procuring fire alarm system replacement services for the Kinross Correctional Facility located at 4533 W Industrial Park Drive, Kincheloe, Michigan. This construction project involves the complete replacement of fire alarm systems across ten buildings at the main campus and one offsite warehouse facility, including the demolition of existing fire alarm infrastructure and installation of new addressable fire alarm systems with all associated devices and wiring. The scope of work encompasses installation of fire alarm control panels, fire alarm booster panels, smoke detectors, manual pull stations with key-operated access, horn/strobe devices, flow and tamper switches, and duct smoke detectors, with integration into the facility's existing STARNET monitoring system. Key objectives include maintaining operational existing systems during construction, ensuring the new fire alarm system becomes operational prior to disabling existing systems, and completing complete removal of existing components only after new systems have been inspected, approved, and operational for thirty days. All electrical work must comply with Michigan Part 8 and the Michigan Building Code, and installation must be performed by a firm certified by the Michigan Department of Consumer Industries Services, Office of Fire Safety, with all work performed in compliance with NFPA 72 National Fire Alarm Code. Required qualifications include providing a five-year warranty on all materials, installation, and workmanship with technical support and software updates, providing 10% attic stock of devices and components, and delivering a minimum of twelve hours of on-site system training to owner personnel. The mandatory pre-bid conference and facility tour is scheduled for November 20, 2025, at 1:30 PM Eastern Time, with a requirement that contractor/vendor representatives submit a LEIN Request five business days prior; technical questions must be submitted to Jeremy Gagnon at jgagnon@upea.com no later than 5:00 p.m. Eastern on December 3, 2025; and bid responses are due December 10, 2025, at 2:00 p.m. Eastern Time submitted electronically through SIGMA VSS with a maximum of two attachments each under 25 MB. Contract award is anticipated within 60 calendar days of bid opening, with a contract start date of August 1, 2026, Substantial Completion required by August 1, 2026, and Final Completion required by September 1, 2026.
The procurement is open to all qualified contractors with consideration given to Qualified Disabled Veteran (QDV) certified businesses, which may submit relevant documentation to receive a 10% pricing preference on evaluation; Service Disabled Veteran Owned Businesses (SDVOBs) that meet the definition of 51% or more ownership by one or more veterans with a service-connected disability may receive a 10% pricing preference, provided they submit appropriate proof of service, discharge, service-connected disability, and business ownership documentation. All respondents must submit 5% bid security with their proposal and provide performance and payment bonds for all bids exceeding $50,000, obtain State Project Registration (SPR) with LEO Wage and Hour prior to proposal submission, and comply with prevailing wage requirements applicable to all construction mechanics. The project requires a jobsite superintendent who is an employee of the contractor to be present on-site 100 percent of the time whenever work is occurring, with typical working hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, except for Food Prep 275 where night work begins at 7:00 p.m. Liquidated damages are assessed at $750.00 per calendar day for both Substantial Completion and Final Completion delays, and the contractor is responsible for obtaining all necessary permits from LARA and other applicable agencies and scheduling all required inspections. The base bid amount includes a $100,000.00 project allowance, and while no specific award value is published, the project budget appears substantial given the scope involving ten buildings and multiple system components with associated labor, materials, and five-year warranty obligations.
