About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division is soliciting competitive bids for water storage tank painting and repair services across seven Department of Corrections facilities located throughout Michigan, including Jackson, Lakeland, Macomb, Marquette Branch Prison, Newberry, Oaks, and Woodland Correctional Facilities. The scope of work encompasses abrasive blast cleaning, repainting, foundation repair, valve vault piping restoration, cathodic protection installation, roof hatch gasket replacement, fall prevention system installation, and dechlorinating diffuser furnishing at various locations. The contract term extends from July 1, 2026, to October 30, 2027, with specific completion requirements mandating that work at Marquette and Newberry facilities be completed between May 1 and September 30, while work at the remaining five facilities must be completed over the full contract duration. Each facility includes a $3,000 contingency allowance within the base bid. Prospective bidders must attend a mandatory pre-bid conference scheduled for May 6, 2026, at 9:00 a.m. Eastern Time via Microsoft Teams, with RSVPs required by 3:00 p.m. on May 5, 2026, to Susan Wheaton. Electronic bids are due May 20, 2026, at 2:00 p.m. Eastern Time through the SIGMA VSS website, with bid documents submitted via two attachments not exceeding 25 MB each. Questions must be submitted to Keith Nelson at keith@nelsontank.com no later than 12:00 p.m. Eastern on May 14, 2026. Bidders must provide a five percent bid guarantee and, if awarded a contract exceeding $50,000, submit both performance and payment bonds. All contractors must comply with Department of Corrections security protocols, including LEIN requests for employee representatives, mandatory orientation, body searches, vehicle inspections, and tool control procedures. Prevailing wage rates apply to all construction mechanics across multiple classifications and skill levels.

The State of Michigan applies a ten percent pricing preference for Qualified Disabled Veteran-owned businesses (SDVOBs) meeting all solicitation requirements; eligible businesses must submit required documentation at the time of bidding, including DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of 51 percent or more business ownership by one or more veterans with a service-connected disability. The state does not pre-certify SDVOB businesses and does not accept certifications from the federal Center for Verification and Evaluation database or the US Small Business Administration VetCert program. Bidders must submit proof of State Project Registration from the Department of Labor and Economic Opportunity and comply with all submission requirements through the SIGMA VSS portal. Contractor representatives attending site tours must submit a Vendor/Contractor LEIN Request form five business days prior to the tour date. The State reserves the right to reject any or all bids, waive irregularities, and award to the responsive and responsible best value bidder, with liquidated damages of $250 per calendar day applying for delays beyond the contract completion date. No incumbent vendors or award values are specified in the solicitation documents.
