About this opportunity

The Michigan Department of Technology, Management and Budget is requesting bids for roof replacement Phase 2 at the Women's Huron Valley Correctional Facility (WHVCF) in Ypsilanti, with bids due July 8, 2026 at 2:00 p.m. Eastern time. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies under Public Act 91 of 2005; eligible firms must submit DD214 or equivalent military discharge papers, proof of service-connected disability through DD214 or Veterans Administration Rating Decision Letter, and legal ownership documents establishing 51% or more ownership by one or more service-disabled veterans. The State accepts NVBDC certification as an alternative but does not pre-certify businesses as SDVOBs and does not recognize federal CVE or SBA VetCert certifications.

The scope encompasses removal and replacement of low-slope EPDM and steep-slope standing seam metal roof panels on the Prisoner Services Building (approximately 11,000 square feet EPDM and 15,000 square feet standing seam) and Fieldhouse (approximately 11,500 square feet EPDM and 7,600 square feet standing seam), including all associated flashings, mansard panels, and a new exterior roof access ladder at the Fieldhouse. Rigid insulation with minimum R-Value 30, new EPDM single-ply roofing, standing seam metal panels, through-wall masonry flashing, and penetration and edge flashings are required. An alternate deduct option provides recovery roof system pricing on select sections. The contract term is 170 calendar days from Notice-to-Proceed, with liquidated damages of $1,000 per calendar day for delays beyond substantial completion. All contractor personnel must complete MDOC security clearances and orientation; 8-hour work shifts are mandatory, and cell phones, lunchboxes, and smoking are prohibited on-site. The contractor must provide 100% on-site supervision with a designated superintendent or foreman and submit daily reports.

A mandatory pre-bid meeting and facility tour were held June 15, 2026 at 10:00 a.m.; contractor representatives were required to submit LEIN Request forms five business days prior. Questions were due June 25, 2026 at 2:00 p.m. Eastern time. Bid security of 5% is required. All bidders must provide proof of State Project Registration from the Department of Labor and Economic Opportunity and acknowledge receipt of Construction Addendum No. 1 (issued June 15, 2026) in their bid. Award will be made to the responsive and responsible best value bidder based on evaluation of the three lowest responsive bids considering price and qualitative components.
