About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB) is procuring construction services for the Baraga Correctional Facility Shower Upgrades Project (File Number 472/23025.TAP) located at 13924 Wadaga Road, Baraga, Michigan 49908. This procurement involves demolition and removal of existing shower systems and comprehensive installation of new shower infrastructure across three housing units (Units 2, 3, and 8) at the correctional facility. The scope of work includes installation of new I-CON Systems, Inc. stainless steel shower cabinets, touch-controlled systems with solenoid valves, tempered water piping with thermostatic mixing valves, epoxy flooring systems, stainless steel wall panels, ceiling systems with metal planks, exhaust ventilation, electrical lighting and power systems, and plumbing modifications. The project is phased to begin in the unoccupied Housing Unit 8, followed by Unit 3, and finally Unit 2, with construction coordinated to minimize inmate disruption. All work must comply with the Michigan Plumbing Code, Michigan Mechanical Code, and NFPA 13 fire suppression standards, with contractors required to provide comprehensive as-constructed documentation, updated panel schedules, and post-construction warranty meetings at six and eleven months. The base contract time is 30 weeks (210 calendar days) for Substantial Completion and 34 weeks (238 calendar days) for final completion, with Alternate 1 adding an additional 12 weeks (84 days) if Housing Unit 2 work is included. A mandatory pre-bid meeting and walk-through inspection were held on April 30, 2025, at 10:00 a.m., and bids were due electronically through the SIGMA VSS portal by May 14, 2025, at 2:00 p.m. Eastern time. Questions regarding the project must be submitted to Devon Pung at Matrix Consulting Engineers, Inc. (dpung@matrixceinc.com) by 2:00 p.m. Eastern on May 8, 2025. Liquidated damages are assessed at $750.00 per calendar day for failure to achieve Substantial Completion and $400.00 per calendar day for failure to achieve final completion.
Service-disabled veteran-owned businesses (SDVOBs) qualify for a 10% pricing preference on this State of Michigan project, provided they submit required documentation including proof of service and discharge (DD214 or equivalent), proof of service-connected disability, and proof of business ownership. All contractor and vendor representatives must complete LEIN (Law Enforcement Information Network) background clearance and submit a Vendor/Contractor LEIN Request form five business days prior to site access to comply with Department of Corrections security protocols. The contract requires compliance with prevailing wage rates per 2023 PA 10, with certified payroll submissions required to the Department of Labor and Economic Opportunity database within 10 days after each pay period. Contractors must provide 5% bid security and execute Performance and Payment Bonds for contracts exceeding $50,000, along with Builders Risk Insurance. Work is restricted to Monday-Friday, 8:00 a.m. to 4:30 p.m., with no tools or materials permitted to remain overnight unless secured, and single-escort coordination is required with facility management. The contract will be awarded to the lowest responsive, responsible, best value bidder, with bids remaining valid for 90 calendar days following bid opening. The project is funded through state capital improvement appropriations, with the specific award value dependent on the winning contractor's bid response and scope selection (base bid versus Alternate 1 inclusion).
