About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division, in coordination with the Michigan Department of Corrections, is procuring construction services for shower renovations at Alger Correctional Facility (File No. 472/19320.JBB) located in Munising, Michigan. This lump-sum construction contract involves the complete renovation of shower facilities in housing units Birch and Spruce, with optional add alternates for Maple and Pine units, including demolition and installation of new stainless-steel shower enclosures (both standard 34"x34"x85" and ADA barrier-free 36"x36"x85" models), tile flooring, stainless-steel wall panels, security ceiling systems, new lighting fixtures, exhaust grilles, plumbing infrastructure with tempered water distribution systems, electrical systems with security hardware (Torx T-25 fasteners), and HVAC modifications with exhaust rates balanced to 150 CFM per shower. The base bid contract allows 365 calendar days to substantial completion and 395 calendar days to final completion after notice to proceed, with an alternate bid option of 270 and 300 days respectively. A mandatory pre-bid walk-through inspection is scheduled for Wednesday, April 2, 2025 at 2:00 p.m. at the facility's Warden's Conference Room, and bid responses must be submitted electronically through SIGMA VSS by April 23, 2025 at 2:00 p.m. Eastern time, with a maximum of two attachments permitted. Contractor representatives must submit a Vendor/Contractor LEIN Request form five business days prior to the walk-through to authorize criminal history background checks for facility access. Questions regarding the project may be directed to Derek Slupka at derek@dsarchitects.com until 2:00 p.m. Eastern on Wednesday, April 9, 2025. The project must comply with the Michigan Mechanical Code, Michigan Plumbing Code, Michigan prevailing wage requirements per 2023 PA 10 (with wage rates effective March 13, 2025), and all applicable federal, state, and local construction codes and safety standards.
The contract is subject to Michigan residency provisions requiring 50 percent of employment and includes a 5% bid security requirement (certified check, money order, or bid bond). Performance bonds and payment bonds are mandated for all bids exceeding $50,000, and builders' risk insurance is required. Contractors and all subcontractors must obtain State Project Registrations (SPRs) at $500 per entity annually, with failure to provide SPRs resulting in bid rejection. The work must be phased to maintain operational showers at all times, with only one set of showers per housing unit shut down at any given time (except in the unoccupied Birch unit where all showers may be replaced simultaneously), requiring close coordination with facility management and owner-provided escorts for simultaneous work in multiple units. The project requires installation contractor I-CON to conduct field measurements and site visits to determine shower cabinet dimensions and drain locations prior to shop drawing preparation and provide up to three days of installation training and assistance. Liquidated damages are assessed at $500 per calendar day for failure to meet substantial completion and final completion deadlines. While specific bid amounts or contract values are not disclosed in the available documentation, the project is funded through state facilities administration capital renewal and includes a $25,000 provisional allowance for materials and equipment; bids remain valid for 60 calendar days following the bid opening date.
