The deliverables must contain all information required for the Kentucky Division of Air Quality Notification of Asbestos Abatement/Demolition/Renovation form and be submitted to buyout@erassist.com. Bid responses are due by April 16, 2026, at 9:00 AM ET through the DFS Procurement Portal at dfs.bonfirehub.com/portal, with bid opening at 10:00 AM ET the same day and contract award expected at the Fiscal Court meeting on April 20, 2026. All bidders must submit copies of liability and workers compensation insurance, professional licenses and accreditations, proof of active federal SAM.gov registration including UEI number, and quoted unit prices must be all-inclusive covering removal from property, transportation to landfill, and disposal at a permitted landfill. Awarded contractors must begin work within seven days and complete it within fourteen days of receiving notice to proceed or risk having the work awarded to another vendor.
This procurement includes an affirmative action set-aside requirement under 2 CFR 200.321 to maximize participation of qualified small businesses, minority-owned enterprises, women's business enterprises, and labor surplus area firms. Prospective contractors must meet mandatory insurance requirements including Commercial General Liability with minimum limits of $2,000,000 aggregate and $1,000,000 per occurrence, Comprehensive Automobile and Water Vehicle Liability with minimum limits of $1,000,000 per occurrence combined single limit, and Worker's Compensation with employer's liability coverage of not less than $1,000,000 per occurrence for each accident or illness. Bidders must also execute several compliance certifications including a Drug-Free Workplace Affidavit, Non-Collusion Declaration, Certification Regarding Lobbying, and an Insurance Coverage Declaration. Additionally, contractors performing asbestos surveys on any property are ineligible to perform abatement work on that same property. No incumbent vendors or existing infrastructure integration requirements are identified in this solicitation. The County explicitly reserves the right to accept or reject any proposals and provides no guarantee of work quantity, as structures may be removed from the program or assigned to other contractors to meet deadlines, with no specific budget range disclosed in the procurement documentation.
