About this file
Summary
This Invitation for Bid (IFB) document is issued by Letcher County Fiscal Court in Kentucky for hazardous materials inspection services. The county is seeking qualified environmental professionals licensed by the Kentucky Division of Air Quality and accredited within the state to conduct asbestos surveys at two to three residential properties acquired through a voluntary property buyout grant program. The scope of work requires investigators to identify and document all friable and non-friable asbestos-containing materials, collect physical samples as needed, quantify materials present, and recommend proper removal and disposal methods. A comprehensive survey report with photographs must be submitted to buyout@erassist.com within six days of each property inspection and must contain all information required for the Kentucky Division of Air Quality Notification of Asbestos Abatement/Demolition/Renovation form. Bid responses are due by April 16, 2026, at 9:00 AM ET through the DFS Procurement Portal at dfs.bonfirehub.com/portal, with bid opening scheduled for 10:00 AM ET that same day and contract award expected at the Fiscal Court meeting on April 20, 2026, at 10:00 AM ET. The three potential properties are located at 44 Frazier Street in Whitesburg, 276 Seco Drive in Seco, and 4889 KY 805 in Cromona.
All bidders must submit copies of liability and workers compensation insurance, professional licenses and accreditations, and proof of active federal SAM.gov registration including UEI number. Quoted unit prices must be all-inclusive and cover removal from property, transportation to landfill, and disposal at a permitted landfill. No work shall commence until a notice to proceed is issued for a specific property, and awarded contractors must begin work within seven days and complete it within fourteen days of receiving notice or risk having the work awarded to another vendor. The county explicitly reserves the right to accept or reject any proposals and provides no guarantee of work quantity, as structures may be removed from the program or assigned to other contractors to meet deadlines. Notably, the contractor performing the asbestos survey on any property is ineligible to perform abatement work on that same property.
