About this opportunity
The State of Colorado, Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW) is soliciting competitive quotations through a Request for Documented Quotations (DQ1 2026-0322) for the procurement of one aluminum V-hull work boat including delivery. The deliverable is a 20 to 21-foot aluminum deep V-hull work boat equipped with a Yamaha 150 horsepower (or larger) outboard engine with mechanical shift and control, hydraulic integrated steering, dual batteries, and a self-bailing deck with integrated bilge pump capability. The vessel must include a tandem axle trailer with surge brakes and 15-inch or larger wheels, a center console configuration with hard roof covering, a beam width of eight feet or greater, a 50-gallon or larger fuel tank, a 12-circuit minimum fuse panel, navigation lights, standard console gauges (RPM, MPH, engine trim position, and battery status), an operator seat, an external battery charging port, and an integrated battery charger accessible from outside the console. Bidders must be manufacturers with a minimum of 20 years of experience producing USCG-certified vessels and must comply with USCG safety regulations and ABYC/NMMA standards, though USCG certification is not required. The evaluation will be based primarily on price/cost, with a single vendor award anticipated. Critical dates include a written inquiry deadline of March 11, 2026 at 3:00 PM MT, answers to inquiries posted on March 16, 2026, bid submission deadline of March 20, 2026 at 3:00 PM MT, and a notice of intent to award expected on March 26, 2026. Delivery must be completed on or before May 1, 2027, to the CPW Fort Collins Office at 317 W Prospect Road, Fort Collins, Colorado 80526.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise are eligible for a 5% preference on their bid if proper certification documentation is provided, and resident bidders are eligible for preference equal to preferences given by the nonresident bidder's state of residence. Bidders must submit the Specification Verification and Delivery Sheet, Pricing Sheet, Vendor Information and Verification Sheet, and current insurance certificates, with all costs including delivery, trade-in value, tariffs, and applicable discounts incorporated into the final bid price; sales taxes must be excluded as Colorado is exempt from sales tax obligations. All bidders must maintain automobile liability insurance with a minimum limit of $1,000,000 each accident combined single limit unless using a third-party delivery service. Payment will be issued via purchase order following inspection and acceptance of materials by the CPW project manager, with payment due within 45 days of receipt and acceptance, and ACH/EFT payments encouraged to expedite processing. Bids may be submitted via the Colorado Vendor Self-Service (VSS) website or by email to dnr_cpw_bids@state.co.us. The procurement is governed by the State of Colorado Purchase Order Terms and Conditions, which incorporate Federal Provisions Addendum requirements as the contract may be funded in whole or in part with federal funds, establishing standards for compliance with transparency, debarment, equal employment opportunity, and domestic preference requirements.
