About this file
This is a Question and Answer document for Colorado's procurement of an aluminum V-hull work boat (Project #S26WAQ-11592). The document addresses technical specifications and requirements clarifications submitted by potential bidders regarding a single boat acquisition, including delivery. Key specifications established through the Q&A process include a requirement for a Yamaha 150 horsepower (or larger) outboard engine with mechanical shift and control, hydraulic integrated steering, dual batteries (one starting and one house battery), and a self-bailing deck with either welded-in seals or integrated bilge pump capability for water drainage. Additional design requirements specify a seat/storage box configuration, a console sized approximately one-third the boat's beam width to allow passage on either side, and an integrated battery charger with external plug accessible from outside the center console for convenient shore-based charging.
The specifications further clarify that manufacturers are not required to hold USCG vessel certification but must comply with USCG safety regulations and be built to ABYC/NMMA standards. The state explicitly rejected alternative designs such as aluminum hull rigid inflatable platforms that deviated from the specified work boat configuration. No specific pricing information, set-asides, funding sources, response deadlines, or award dates are provided in this Q&A document, which serves solely to establish technical parameters and answer bidder inquiries regarding the boat's design and operational requirements.

Aluminum V-hull Work Boat, including delivery
Q&A
1. Would the state be interested in an aluminum hull ridged inflatable platform set up to meet specification top side layout – Attached base line technical data We are not interested in an aluminum hull ridged inflatable platform.
2. Row 9 - It is required to be equipped with a Yamaha (to match previous work with standardized surveys and speeds) 150 horsepower outboard engine (or larger) Row 9 Question - Is mechanical shift and control or digital shift and control required?
(Digital shift is more expensive) Mechanical shift and control will satisfy our requirements.
3. Row 27 - It is required to include an external plug for battery charging Row 27 Question - Is a battery charger required or just an external plug for charging?
We would like an integrated charger with an external plug (accessible from the outside of the center console to run an extension cord to a wall socket for easy charging.)
4. Row 27 Question - If battery charger is required does the customer intend to charge the battery while the boat is in the water?
The boat will be charged primarily while parked on land as described above.
5. The Yamaha 150's only come with integrated steering. Do you prefer hydraulic or electric?
We prefer hydraulic integrated steering.
6. Decking - is this referring to a welded in self-bailing sealed deck?
We would prefer a self-bailing deck with suppers. However, if a central compartment(s) are integrated in the hull and can fill with water, we would prefer a bilge pump be integrated to drain the compartment(s).
7. Are dual batteries required (house and starting) One battery a starting battery and one house battery (2 total) are required, but not a back-up for each.
8. Are there hull specifications available....ie 1/4" bottom plate, 3/16" sides, deck, etc.
The hull specifications can follow general work boat requirements of the manufacturer.
¼” bottom plate and 3/16” sides and decking are sufficient for example.
9. What are the dimensions for the console and hardtop?
We would prefer that console be approximately 1/3 the beam of the boat (to allow for passage on either side, but large enough to contain the necessary gauges and controls).
10. What is the preferred seat style? leaning post, seat/storage box.
A seat/storage box is preferred.
11. This is in reference to the specification “manufacturer to have at least 20 years of experience producing USCG-certified vessels”. Certified vessels are only required for vessels carrying more than six passengers, such as ferries, large tour boats or documented vessels of at least 5 net tons. Other vessels/boats do not need a COI, but must comply with USCG safety regulations which boat builders do typically follow. Boats should be built to ABYC/NMMA standards. Is this acceptable?
This is acceptable.
