Each RMLD-CS device must utilize tunable diode laser absorption spectroscopy technology to detect gas leaks remotely and include a graphical user interface, internal data logging, color camera and display, built-in Wi-Fi, GPS, and wireless connectivity capabilities. The specification requires devices weighing approximately 3 pounds with a 3.5-inch color LCD display featuring 320 by 240 resolution, removable rechargeable lithium-ion battery packs rated at 10.8 VDC at 3.2Ah providing approximately 8 hours of runtime at 32 degrees Fahrenheit with 2 to 3 hour charge times, a nominal detection distance of 100 feet, a measurement range of 0 to 50,000 PPM-M, and sensitivity of 5 PPM-M. Each unit must include a carry strap, case, battery charger, power supply, USB cable, battery pack, and gas calibration test cell. The procurement is scheduled with a posting date of March 11, 2026, and a bid submission deadline of April 13, 2026, with bids to be submitted electronically through the Commonwealth's SRM system and delivery required F.O.B. Destination within thirty days after the effective date. The successful bidder will be determined as the lowest responsive and responsible bidder, with all supplied items to include a one-year warranty covering defects in workmanship and materials.

Bidders must complete mandatory compliance certifications including the Domestic Workforce Utilization Certification, Worker Protection and Investment Certification Form (BOP 2201), and Reciprocal Limitations Act Requirements form, with the latter requiring disclosure of manufacturer information and state or country of manufacture and applying preference frameworks for Pennsylvania bidders and in-state produced goods. All contractors must register in Pennsylvania's Vendor Master file and maintain current ACH payment information, while certifying compliance with Pennsylvania labor laws, environmental regulations, data protection requirements, and the Commonwealth's Right-to-Know Law. Bidders must also complete and submit a Trade Secret/Confidential Proprietary Information Form for any materials they claim should be exempt from public disclosure. The procurement does not identify any set-asides for disadvantaged enterprises, incumbent contractors, or specific organizational restrictions; however, the no-substitution designation and technical specifications effectively limit competition to vendors authorized to supply the proprietary HEATH RMLD-CS equipment. No award value or budget range is disclosed in the procurement documents.
