No set-asides or preferences apply; the opportunity is open to all qualified applicants statewide.
O&M services encompass comprehensive assessments and individualized training for blind and visually impaired VR customers to develop independent travel skills in diverse environments including homes, public areas, commercial zones, transit systems, rural areas, and downtown settings. Assessments are limited to three hours per customer; individualized training requires a minimum of two hours per session with a maximum of six hours daily. Group training is available for up to three customers per session. O&M specialists must hold ACVREP or NBPCB certification, a degree from an accredited O&M program, or two years of full-time experience with three professional references, plus completion of required Texas Confidence Builders training. Providers must conduct criminal background checks on all staff who interact with VR customers and maintain general liability, premises liability, and vehicle liability insurance where applicable.
Pricing is fixed at $75.00 per hour for both assessments and individualized training, $75.00 per hour for the first customer in group training, and $37.50 per hour for each additional customer. Resulting contracts commence upon full execution and expire five years from execution, with TWC retaining the right to cancel for convenience if no expenditures occur within a twelve-month period.
Applicants must submit twelve required forms including an Execution of Offer, W-9 and Direct Deposit Form, Child Support Certification, TWC VR Standards for Providers Certification, Conflict of Interest Certification, Provider Insurance Verification, Entity Headquarters Information (management, services, and locations), Entity Physical Location certification for each location, and Provider Staff Information forms with supporting documentation. All staff must be verified by TWC subject matter experts, Quality Assurance Specialists, or Regional Program Support Specialists before delivering services.
