About this opportunity

The City of Jackson, Michigan is requesting quotations for demolition of a commercial building and associated parking lots at 300 Burr Street, with responses due October 27, 2026 at 10:00 a.m. and project completion required by December 30, 2026. This is a HUD Community Development Block Grant–funded project subject to Davis-Bacon prevailing wage requirements (for contracts over $2,000), Section 3 employment provisions, MBE/WBE participation standards, and federal compliance obligations including Equal Employment Opportunity and Clean Air and Water Act standards.

The scope encompasses complete demolition of the 4,523-square-foot commercial structure; removal of hazardous materials including friable asbestos-containing materials (40 square feet of HVAC duct wrap boots and 100 linear feet of duct joints at 3-inch width in the basement) documented by EPA/Michigan-certified inspection; removal of all foundations and subsurface elements; removal of four drive approaches (approximately 120 lineal feet), 200 lineal feet of public sidewalks, and one large tree in the right-of-way with clearing along the east property line; installation of 155 lineal feet of curb and gutter; removal of hard surfaces including concrete and gravel parking areas to a minimum depth of six inches; grading and landscaping; and planting of eleven replacement trees (Japanese Lilac or Bradford Pear). Site visits and pre-quotation inspections are mandatory for contractors and subcontractors.

Bidders must hold Michigan Residential Builders or Maintenance Alteration licensing with R-Home Wrecking classification and provide evidence of comprehensive commercial general liability insurance at $1,000,000 per occurrence and $1,000,000 aggregate, worker's compensation insurance, and pollution liability insurance. Pricing is submitted on a lump-sum basis with separate line items for demolition, asbestos abatement, and greening costs (dirt, grade, seed, sidewalk). Liquidated damages are $1,000 per calendar day for delays beyond December 30, 2026. A winter work provision allows 70 percent payment if structure demolition is complete by November 15 with final site work by May 1, 2027. Contractors must obtain Department of Community Development permits and clearance from an independent hazardous material inspector before demolition commences. All labor, materials, equipment, and permits are included in the quoted price.
