About this opportunity
The City of Midland, Texas is requesting sealed bids for construction of a potable water line extension on Todd Drive (Project 27000008, Phase 2) with bids due September 10, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting held September 3, 2026.
A local-vendor preference applies under Texas Local Government Code 271.9051: the City may award to a local bidder (principal place of business within Midland city limits) if the bid is within 5% of the lowest bid received and the City Council determines in writing that the local bidder offers the best combination of price and economic development opportunities, including local employment and tax revenue. Bidders must complete the Affidavit of Eligibility to claim preference.
The scope includes 4,500 linear feet of 12-inch AWWA C-900 DR18 PVC water main, 70 linear feet of 6-inch PVC main, seven fire hydrant assemblies, six 12-inch gate valve and box assemblies, seven 6-inch gate valve and box assemblies, one air relief valve and box, ductile iron fittings, 54 linear feet of 20-inch steel pipe casing, and 4,570 linear feet of open trenching, along with removal and replacement of existing driveway approaches and asphalt and concrete pavement. The contractor must hold an active Water Operator D license and either a Wastewater D or Class 1 Collections license. Comprehensive material, testing, and construction specifications are provided, including AWWA and ASTM compliance, prevailing wage requirements (Exhibit D), and quality factors allowing up to 50% payment reduction for deficient asphalt work. The contractor must maintain a one-year warranty on all installed infrastructure and comply with traffic control, erosion control, and utility coordination requirements.
Contract performance begins no later than ten calendar days after execution and continues through project completion. Progress payments are available monthly for contracts exceeding $25,000 with construction time over 90 days, less 5% retainage. Bonding requirements: bid guaranty of 5% of total bid and, if awarded, performance and payment bonds equal to 100% of contract price for contracts exceeding $50,000. Prevailing wage and Davis-Bacon Act compliance apply. The City requires Commercial General Liability of $1 million per occurrence, Business Automobile Liability of $250,000 combined single limit, Workers' Compensation at statutory limits, and Employers' Liability of $500,000, with the City named as additional insured. Questions are due September 4, 2026 at noon. Addendum 2 was issued September 4, 2026 and must be acknowledged with the bid.
