Summary: Todd Drive Waterline Extension Phase 2 - Addendum #1

This addendum document pertains to Project U26-02, issued by the City of Midland, Texas Engineering Department on September 4, 2026, for the Todd Drive Waterline Extension Phase 2 project. The project scope involves the extension of a new 12-inch water line through open trenching within City Right-of-Way, installation of seven fire hydrant assemblies, stub outs, and removal and replacement of existing driveway approaches along with HMAC and concrete pavement replacement as necessary. Key bid items include 4,500 linear feet of 12-inch AWWA C-900 DR18 PVC water main, 70 linear feet of 6-inch water main, six 12-inch gate valve and box assemblies, seven 6-inch gate valve and box assemblies, seven fire hydrant assemblies, one air relief valve and box, ductile iron fittings totaling 2,240 pounds, 20-inch steel pipe casing (54 linear feet), and 4,570 linear feet of open trenching. The non-mandatory pre-bid meeting was held on September 3, 2026, with bid opening scheduled for September 10, 2026, at 2:00 PM at Midland City Hall. Bidders were required to acknowledge all addendums, complete all bid items, and provide proof of active Water Operator D license and either a Wastewater D or Class 1 Collections license.

The addendum clarifies numerous bid item specifications and contractor responsibilities, including that contractors must provide unit pricing for allowance items, handle all traffic control in compliance with TMUTCD guidance while maintaining at least one open traffic lane, conduct all construction staking and testing, manage erosion control with TCEQ documentation, and maintain a one-year warranty on all installed infrastructure. Contractor responsibilities also include notifying adjacent properties of service interruptions at least two business days in advance, maintaining property access via steel plates when work is inactive, and submitting itemized invoices matching bid line items with 5 percent retainage until project completion. Additional clarifications address utility cover standards, saw-cutting as a subsidiary task, fiberglass manhole acceptability for air-relief valves, and updated steel pipe casing specifications from 16 inches to 20 inches. The revised bid items section and detailed pay notes were provided as attachments to ensure proper bid preparation and compensation.

Clarification: It is recommended that Bidders use the USPS mailing address rather than the physical City Hall address for bid submittals that are mailed in as the physical address has experienced issues on occasion in the past. The USPS mailing address is unchanged from what is listed in the original bid packet and the pre-bid teleconference meeting agenda.

Clarification: Contractor is responsible for maintaining access to all adjacent properties at all times, barring those times when actual construction activity necessary to complete the work is taking place in front of driveway approaches or similar points of access.

When such work is not occurring then access must be restored by means of traffic rated steel plates or other equivalent means until such time as the work is completed.

Clarification: Contractor is responsible for notifying all adjacent properties of any planned service interruptions no less than two (2) business days in advance of any such interruptions.

Service interruptions are to be kept as short as is reasonably possible. This requirement does not apply in emergency situations.

Clarification: Water Bid Item 10 – the “Open Trenching of Water Main…” Bid Item is set at 4570

LF includes the 4500 LF of the 12” Water Main alongside the 70 LF for the 6” Water Main.

Clarification: A fiberglass manhole is acceptable for the air-release-valve. Refer to city details

313(A) and 313(B), attached and included in Addendum 01, for further detail on base requirements.

Clarification: The “ENCASED IN 16” STEEL PIPE” callout found on pages C120 and C121 are to be updated to 20-inch (20”). Water Bid Item 8 has been updated to reflect this change.

Answer: Water Bid Item 2, 6” Water Main, unit was supposed to be in Linear Feet (LF).

Water Bid Item 2 has been updated to reflect this change.

Question: Is a fiberglass manhole acceptable for the water air relief valve as depicted by City of

Midland detail 610 as found on Page 153 of the plan set?

Answer: Yes, a fiberglass manhole is acceptable. Please see attached City of Midland Details

313(A) and 313(B) for further clarification of the fiberglass manhole, and refer to City of Midland Details 608(A) and 608(B), found on page C152 of the plan set for further information.

Question: In the Bid Items sheet, it shows Vaults for the 12" & 6" Gate Valves and the Air

Relief Valve. But there are no details for a vault for any of these. Is a vault required for these? If so, can you add details for it, please?

Answer: A fiberglass manhole shall be used instead of a vault. Refer to city details 313(A) & 313(B) alongside 608(A) and 608(B) for further information.

Question: What is the attended level of Traffic Control expected for this project?

Answer: The Contractor is responsible of all Traffic Control for this project. The City expects the Contractor to comply with current TMUTCD guidance regarding Traffic Control.

A Traffic Control plan shall be submitted and then approved by the City before implementation for this project.

MINIMUM UNIFORM WATER VOLUME DEPTH OF 0.2” FOR ENTIRE

DESTURBED AREA…”

Question: In regard to traffic control, what kind of closure will be allowed? The plan show the

WL to only be about 5’ off the road meaning any equipment will be too close to the east lane. At minimum at least one lane will need to be closed but a full road closure would be preferred.

Answer: The Contractor will be required to maintain a minimum of one lane of traffic open during the entirety of the construction. The City expects the Contractor to comply with current TMUTCD guidance regarding Traffic Control.
