About this opportunity

Macon-Bibb County is requesting qualifications from modular housing developers to support affordable housing development on vacant and blighted lots throughout the county, with responses due August 6, 2026 at noon, and a local-vendor preference of up to 5% within the lowest responsive bid price.

Macon-Bibb County reserves local preference rights to award to County businesses within 5 percent of the lowest responsive bid. Minimum qualifications require three years of modular housing development experience, Georgia business licensure, and demonstrated financial and legal stability. Respondents must submit one original plus three copies and a flash drive to the Procurement Department, 700 Poplar Street, Suite 308, Macon, Georgia 31201.

The scope encompasses pre-construction planning, design and engineering, construction services, project management, and post-construction closeout for single-family homes (1bed/1bath, 2bed/2bath, and 3bed/2bath) and duplex units. Developers must provide cost estimates and project schedules for orders of 1, 5, and 10 units. Projects involve approximately 10 lots at a time with varying sizes in targeted neighborhoods including South Macon off Houston Avenue and Payne City.

The RFQ is funded by $7.5 million allocated to MBCAHF, Inc. by Macon-Bibb County in 2023 via the American Rescue Plan Act, designated for workforce housing serving households at 80–120 percent area median income. Required insurance includes workers' compensation (statutory), errors and omissions ($1,000,000), and general liability ($1,000,000) from companies rated A or better by Best, with MBCAHF, Inc. named as additional insured.

Award scoring uses a 100-point system: experience (25 points maximum), project approach (35 points maximum), and project cost (40 points maximum). The highest-scoring responsive and responsible respondent receives the award. Minority, women-owned, and disadvantaged business enterprise participation is encouraged. Quarterly subcontractor and supplier reporting is required throughout the contract term. Questions are due Friday, July 24, 2026 at 3:00 p.m. to lhardwick@maconbibb.us. Firm names will be publicly read on August 6, 2026 at 2:00 p.m. Submissions remain valid for 120 days and cannot be withdrawn prior to that period.
