About this opportunity
Marion County, Florida is seeking to establish a pool of qualified professional engineering design and consulting service firms to provide comprehensive stormwater engineering design support services through solicitation 26Q-033. The Office of the County Engineer requires firms capable of performing multiple technical tasks including updating watershed management plans and models, gathering survey and LiDAR data, developing preliminary engineering reports, designing new stormwater conveyance and treatment facilities, and retrofitting existing stormwater management facilities for water quality enhancement. Additional required services include peer review, construction inspections, shop drawing review, and project meeting support. The initial contract term is three years with potential for two optional two-year renewals, extending the maximum contract period to seven years. Evaluation will follow Florida Statutes regarding Consultant's Competitive Negotiation Act (CCNA) projects, with firms assessed across two primary scoring categories: Company/Firm Profile and History (25 points) and Firm Location. The proposal submission deadline is January 29, 2026, with all materials to be submitted electronically through the Marion County Procurement Services Bonfire portal.
The solicitation appears open to all qualified professional engineering firms without specific set-aside designations or restrictions for disadvantaged enterprises. Firms must maintain comprehensive insurance including Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence, and Business Automobile Liability of $500,000, with Marion County named as additional insured. Proposers must register with and use the E-Verify system for all newly hired employees and comply with federal, state, and local regulations. While specific budget ranges are not detailed, the County reserves the right to negotiate contract terms with the most qualified firm and may require selected firms to partner with existing County-contracted subconsultants for specialized services like surveying or geotechnical work. Payment terms are established at Net 45 days from invoice receipt or service acceptance, with the ability to accept Visa p-card payments within 72 hours. Firms will be evaluated on demonstrated competence, professional qualifications, specialized experience, past performance, and ability to perform required services.
