About this file
This file is a pre-proposal recording for Bid No. 26Q-033, a stormwater engineering design support services project managed by Harford County, Maryland. The project involves the retrofit of an existing dry detention pond located off East Jarrettsville Road in Forest Hill into a submerged gravel wetland stormwater management facility. The scope of work includes mobilization, construction stakeout, clearing and excavation of approximately 580 cubic yards, installation of reinforced concrete pipe, riprap forebay construction, bank run gravel aggregate placement, wetland soil installation, observation wells, safety fencing, and landscaping with shrub and herbaceous plantings to achieve a stormwater management capacity of 5,690 cubic feet within the 3.22-acre project site. A mandatory pre-bid meeting is scheduled for August 5, 2025, at 8:30 AM, with project questions due by August 15, 2025, at 1:00 PM and final bids due August 27, 2025, at 1:00 PM. The project must be completed within 50 working days from the Notice to Proceed, with liquidated damages of $300 per working day assessed for delays.
Contractors must be prequalified in Environmental Remediation—Stormwater Management (O6) and Environmental Remediation—Restoration Landscaping (O7) categories. A 5% bid deposit is required, along with performance, payment, and maintenance bonds at 95% of contract value for the first two bonds and 10% for the maintenance bond. Payment terms are net 30 days with 10% retainage until 50% completion, reducing to 5% minimum thereafter. Warranty requirements are 2 years for vegetation and 1 year for structural facility components. The procurement encourages participation from minority, disadvantaged, women, small, and veteran-owned business enterprises. All bids must be submitted through Harford County's Bonfire digital platform. Contingent items for additional excavation and soil stabilization matting are included, and coordination with Baltimore Gas & Electric regarding utility relocations may be required.
