About this file

This Scope of Work document outlines a request from Marion County Office of the County Engineer (OCE) in Florida to establish an on-call contract with qualified professional engineering design and consulting service firms for stormwater engineering design support services. The services encompass watershed management plan updates, survey and LiDAR data collection, preliminary engineering reports, design of new stormwater conveyance and treatment facilities, retrofits for existing stormwater management facilities, and general engineering support services including peer reviews, construction inspections, and project administration. The contract will be awarded as a three-year initial term with up to two optional two-year renewal periods, for a maximum total contract term of seven years. The solicitation seeks to establish a pool of qualified firms rather than a single contractor, with firms evaluated and selected through a competitive process in accordance with Florida Statutes regarding CCNA projects.

The County may direct contracted firms to work with existing County-contracted subconsultants for survey, geotechnical, and related services, with pre-existing contract rates taking precedence over any subconsultants proposed by the firms. Firms are required to demonstrate their capability to perform the anticipated work through comprehensive proposals addressing all evaluation criteria to achieve maximum points. The document does not specify pricing terms, set-asides, funding amounts, or specific response and due dates, as this is a scope of work document rather than a complete solicitation notice. Firms are invited to identify all professional support services in their qualifications packages to support the evaluation process.
