About this file

This Scope of Work document outlines stormwater engineering design support services sought by Marion County's Office of the County Engineer in Florida. The County intends to establish a pool of qualified professional engineering design and consulting firms to provide services on an as-needed basis. Services include updating existing watershed management plans and models, gathering survey and LiDAR data, developing preliminary engineering reports for stormwater projects, designing new stormwater conveyance and treatment facilities, retrofitting existing stormwater management facilities for water quality enhancement, and providing general engineering services support such as peer review, construction inspections, shop drawing review, and project meetings. The initial contract term is three years with up to two optional two-year renewals, for a maximum total contract term of seven years. Evaluation of firms will follow Florida Statutes regarding CCNA projects to determine which firms will be short-listed for further discussion.

The County may require selected firms to work in partnership with existing County-contracted subconsultants or subcontractors for services such as surveying, geotechnical work, or other specialized services, with pre-existing contract rates taking precedence over any proposed subconsultants. Firms should identify all professional support resources in their qualifications packages and demonstrate their ability to perform the anticipated work by addressing all proposal evaluation criteria to maximize scoring. The document does not specify response dates, due dates, bid amounts, funding sources, or information regarding site visits or bidders' conferences.
