About this opportunity

The Executive Office of Health and Human Services (EOHHS), on behalf of the Executive Office of Aging & Independence (AGE), has issued an RFI to gather vendor information on modernized, integrated systems to replace the current Senior Information Management System (SIMS) platform, with responses due July 30, 2026 at 4:00 PM EST. This is an information-gathering exercise; responding confers no advantage or disadvantage in future procurement.

AGE seeks to modernize operations across 27 Aging Services Access Points and Area Agencies on Aging serving approximately 100,000+ consumers annually. The system must support the full continuum of aging services: Information & Referral, clinical and financial assessments, case management, care planning, service authorization and delivery, provider credentialing and management, billing and claims processing, and federal and state reporting. Supported programs include the Medicaid Frail Elder Waiver, Older Americans Act programs, Adult Protective Services, Long-Term Care Ombudsman Program, SHINE counseling, Assisted Living Residence certification, home care agency licensing, and FIDE-SNP managed care. AGE specifically emphasizes capabilities for constituent relationship management, wellness and risk assessment algorithms, electronic provider audit management, learning management systems, quality measurement aligned with CMS HCBS Quality Measure Set and National Core Indicators frameworks, integrated help desk functionality, and consumer self-service portals.

RFI responses must address eleven topic areas: solution overview and company qualifications, functional capabilities across aging services operations, technology architecture and infrastructure, interoperability and data exchange standards, data migration and implementation methodology, security, privacy and compliance, preliminary pricing and licensing models, innovation and future-state capabilities, procurement approach recommendations, service support models, and optional cross-agency scalability for other EOHHS agencies. Responses are limited to 2,000 words per topic area. Respondents may propose comprehensive platforms, modular solutions, system integration services, or hybrid approaches.

The question-submission deadline is June 9, 2026 at 12:00 PM EST, with official answers published by June 30, 2026. Submit responses electronically to Elodia Johnson-Riche, Procurement Coordinator.
