About this opportunity
The City of Daytona Beach, located in Volusia County, Florida, is seeking bids for the comprehensive replacement of Master Wastewater Lift Station #62, a critical infrastructure project involving complete demolition and reconstruction of an existing wastewater facility. The procurement requires a qualified general contractor to construct a new submersible pump station featuring a 16-foot inner diameter circular wet well, three duty pumps, one standby pump with variable frequency drives, and supporting infrastructure including an air-conditioned electrical building, pad-mounted transformer, standby generator, and pole barn for equipment storage. Key deliverables include installation of new sanitary manholes, rehabilitation of existing manholes and gravity sewer pipelines, new stainless steel and ductile iron discharge piping, erosion controls, site grading, fencing, and landscaping. Bidder qualifications mandate a current Florida General Contractor's License and three verifiable references from projects completed within the last ten years, with specific requirements that at least one reference involve a wastewater lift station with a 16-foot or greater diameter and another demonstrating complex wetwell excavation techniques. The non-mandatory pre-bid conference is scheduled for January 13, 2026, at 10:00 a.m. via Microsoft Teams, with questions due by January 27, 2026, at 5:00 p.m., and bid proposals required by February 3, 2026, at 2:00 p.m. through the OpenGov Procurement Platform.
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged businesses, though it does offer a 10 percent price advantage to qualified local vendors. Bidders must submit bid security equal to 10 percent of the bid amount, which can be in the form of a bid bond, certified check, cashier's check, irrevocable letter of credit, or money order. The successful bidder will be required to furnish 100 percent Performance and Payment Bonds if the contract price exceeds $100,000. The bid includes 20 lump-sum line items covering various project phases, with an additional $10,000 owners allowance for permit fees. While no incumbent vendor is specified, the project requires maintaining continuous operation of the existing lift station throughout construction, suggesting complex phasing and minimal disruption to current wastewater infrastructure. The project will serve a design flow of 2,400 gallons per minute and includes comprehensive technical specifications across site construction, concrete work, mechanical systems, electrical systems, and instrumentation and controls. The City reserves standard rights to accept or reject bids and apply local vendor preferences, indicating flexibility in the procurement process.
