Lift Station 62 Replacement - Technical Specifications and Bid Documents
This is a technical specifications and bid set document for the City of Daytona Beach, Florida, prepared by Carollo Engineers for the replacement of Master Wastewater Lift Station 62. The project involves constructing a new submersible pump station with a 16-foot inner diameter circular wet well equipped with three duty pumps and one standby pump, all operated via variable frequency drives (VFDs). The new station will serve a design flow of 2,400 gallons per minute and include discharge piping composed of 316L stainless steel and ductile iron, a new electrical building with an integrated restroom, a diesel-fueled standby generator in a sound-attenuated outdoor enclosure, and a pole barn for equipment storage. Additional work includes site grading, stormwater management, perimeter fencing with access gates, electrical and instrumentation systems, landscaping, and decommissioning and demolition of the existing lift station. The project requires maintaining continuous operation of the existing lift station throughout construction, with all work sequenced in phases as shown in the drawings. Bid responses must be submitted online through the City's procurement platform at https://procurement.opengov.com/portal/codb by the deadline specified in the solicitation timeline. A non-mandatory pre-bid conference will be held via Teams, and questions must be submitted through the platform by the established deadline.
Minimum construction experience qualifications require bidders to maintain a current Florida General Contractor's License and provide three verifiable project references completed within the last ten years demonstrating similar scope or greater value and complexity. At least one reference project must involve a wastewater lift station with a diameter greater than or equal to 16 feet, and at least one must include a wetwell installed with excavation greater than 30 feet in depth using a support of excavation system similar to or more complex than the sinking caisson method. Bidders must have performed at least 50 percent of the reference work as the prime firm, and projects must have achieved final acceptance or substantial completion for beneficial use. Projects will not qualify if the bidder was terminated for cause, received OSHA enforcement actions, failed to provide satisfactory warranty work, or received negative references from the facility owner. The specifications establish detailed technical requirements across multiple divisions including site construction, concrete work, mechanical systems, electrical systems, and instrumentation and controls, with responsible engineers assigned to each specification section.

SPECIAL INSTRUCTIONS SHEET
A. TYPE OF WORK
1. The project scope includes, but is not limited to:
a. The project involves replacing Master Wastewater Lift Station 62, located on a City-owned parcel in Daytona Beach. A new submersible pump station will be constructed, and the existing lift station, including its structure, will be demolished.
Work will be completed in phases as shown in the Drawings, with the existing lift station remaining operational until the new station is constructed and commissioned.
Additional demolition activities will be undertaken to remove existing ancillary structures located on-site that are no longer required for operation.
b. The new pump station will feature a 16-foot inner diameter circular wet well, installed using a sunken caisson or an approved equivalent excavation method. The station will be equipped with three (3) submersible duty pumps and one (1) standby pump, all operated via variable frequency drives (VFDs), as well as a submersible mixer for improved wet well performance. Supporting infrastructure will include a new air-conditioned electrical building with an integrated restroom, a pad-mounted transformer, and a standby generator housed in a weatherproof, sound-attenuated outdoor enclosure. A new pole barn will also be constructed on-site to provide covered storage for additional generators and related equipment. The project scope also includes the installation of one (1) new sanitary manhole and associated gravity sewer piping, rehabilitation and lining of existing manholes and gravity sewer pipelines, and the conversion of an existing valve vault into a functional manhole for emergency overflow from the new wet well to the existing equalization basin. New discharge piping—composed of stainless steel and ductile iron—will be installed to connect the pump station to the existing forcemain located along the site’s western boundary. In addition, the work will include implementation of temporary erosion and sedimentation controls, grading to manage stormwater runoff, sodding, installation of perimeter site fencing with access gates, electrical and instrumentation systems, and all landscaping as indicated on the construction documents and required by applicable regulatory agencies.
B. SPECIAL INSTRUCTIONS
SI 1. SUBSURFACE INVESTIGATION
1. Limited ground-penetrating radar (GPR) activities were performed as part of the initial site investigation in coordination with record drawings.
2. CONTRACTOR shall visit the site and acquaint themselves with all existing conditions prior to construction. CONTRACTOR shall refer to the phasing plan in the Drawings for requirements of subsurface investigation, in particular for the underground pipeline tie-in locations.
SI 2. ASBESTOS MATERIALS
1. CONTRACTOR must follow asbestos removal work in compliance with all Legal
Requirements, as defined in the General Conditions, including specifically those Legal Requirements applicable to asbestos materials, including the Department of Environmental Protection’s asbestos requirements, 40 CFR Part 61, Subpart M, and OSHA Section 29 CFR 1926.38. Additionally, the CONTRACTOR is responsible for properly licensed and/or certified personnel for asbestos removal as required by Legal Requirements.
SI 3. LEAD-BASED PAINT MATERIALS
1. The CONTRACTOR shall perform all work involving the disturbance, removal, or disposal of lead-based paint in strict compliance with all applicable Legal Requirements, as defined in the General Conditions. This includes, but is not limited to, compliance with the Occupational Safety and Health Administration (OSHA) standards under 29 CFR 1926.62, and any applicable Environmental Protection Agency (EPA) regulations regarding lead-based paint activities. The CONTRACTOR is responsible for ensuring that all personnel performing lead-based paint-related work are properly licensed and/or certified as required by applicable federal, state, and local regulations.
SI 4. CONTRACTOR RESPONSIBILITIES
1. The CONTRACTOR shall be responsible for reviewing the site conditions, reviewing the Bid
Documents, verifying the Bid Schedule, and the inclusion of all items and costs necessary to complete the work and submit a balanced and responsive bid. In reviewing the documents, the CONTRACTOR shall notify the ENGINEER of any questionable items prior to the submission of bids.
SI 5. MINIMUM CONSTRUCTION EXPERIENCE QUALIFICATIONS
1. The Bid requires that the BIDDER has sufficient experience in similar construction projects.
This Special Instruction sets forth certain Minimum Construction Experience Qualifications
(“Minimum Qualifications”) that must be met by the BIDDER, and describes the reference information that the BIDDER must submit as part of the Bid to allow the City to confirm that these Minimum Qualifications are met. The imposition of the Minimum Qualifications stated herein will not be deemed to restrict the City’s ability to determine whether the BIDDER is
“responsible” as that term is referenced in Section 30-82(8) of Chapter 30 of the City of
Daytona Beach Code of Ordinances.
2. Definitions.
a. “Task” means the following specific type of construction-related activity:
i. Replacement of existing lift station and construction of new electrical/office building.
3. Who Must Meet the Minimum Qualifications?
a. ALL BIDDERS must meet the Minimum Qualifications associated with the tasks of the project, where the BIDDER was the PRIME firm on the example project.
4. What are the Minimum Qualifications?
a. The Minimum Qualifications are:
i. The BIDDER must maintain a current State of FL General Contractor’s
License.
ii. Provide a minimum of three (3) verifiable clients/references for projects that the BIDDER has successfully completed within the last ten (10) years of the due date of this ITB. The three (3) projects shall have either a similar scope of work, or a scope of work of greater value and complexity than described in
Section A “Type of Work” described above. At least one (1) project must involve a wastewater lift station with a size greater than or equal to sixteen (16) feet in diameter, or equivalent size for rectangular structures, and at least one (1) reference project should include a wetwell that was installed with an excavation of greater than 30 feet in depth using a support of excavation system similar to, or of greater complexity than, a sinking caisson method. BIDDER shall provide a minimum of three (3) different references.
On the three (3) reference projects, please include any additional information that may include similar work (e.g., phased demolition, force main tie-in, maintaining operation of existing facilities, etc.). The City and/or their designee must be able to contact the reference; no further consideration will be given if contact cannot be made. The information should include Owner’s name with contact person; description of work including BIDDER’s responsibilities; original contract price; final contract price; original contract time; actual time to complete the project; and any relevant circumstances or conditions about the project.
b. A project will be considered as counted toward meeting applicable Minimum
Qualifications listed above, only if, in addition to the conditions referenced, both of the following conditions are met: the BIDDER performed at least 50% of the project as the PRIME firm within the last ten (10) years.
c. A project will be deemed “successful” only if: (i) the entire project, including the Task referenced, achieved final acceptance; or (ii) the Task referenced was deemed substantially complete (i.e., the Facility Owner accepted the equipment installed or other result of the Task for the Facility Owner’s beneficial use).
d. A project will not be deemed to be “successful” for purposes above, even if it otherwise meets the foregoing conditions, if any of the following occurred: (i) the
BIDDER was terminated from the project for cause, (ii) in association with the work listed, the BIDDER received any enforcement agency warning letters, administrative fines or penalties, or the BIDDER was required to pay damages by a court of law, for
Occupational Safety and Health Administration (OSHA) violations in association with work; (iii) after project completion, the Facility Owner requested the BIDDER to provide warranty work and the BIDDER failed to provide such work to the Facility
Owner’s satisfaction; or (iv) the Facility Owner or the Facility Owner’s contact person
(listed below), for any other reason provides the City a negative reference regarding the BIDDER.
5. What is the BIDDER Required to Provide?
a. To help the City determine whether the required Minimum Qualifications are met, the

SECTION 01110
SUMMARY OF WORK
PART 1 GENERAL
1.01 SUMMARY
A. Section includes: Detailed description of the Work.
1.02 THE WORK
A. The Work includes, but is not limited to, the construction of a replacement lift station (LS 62) for the City of Daytona Beach, designed to accommodate a present flow of 2,400 gallons per minute. The project entails intercepting the existing gravity sewer main and diverting wastewater through a newly constructed concrete manhole into a new circular concrete wet well. The lift station will be equipped with four submersible centrifugal wastewater pumps—three duty and one standby—operated via variable frequency drives (VFDs). Discharge piping will consist of 316L stainless steel and ductile iron and will include above-grade control valves and a new magnetic flow meter, ultimately tying into the existing force main along the western property boundary. An additional connection to an existing equalization basin will also be constructed. A new electrical building will be constructed to house electrical equipment and provide a restroom for City staff, while a diesel-fueled standby generator, along with associated fuel storage and piping, will be installed to the north of the station. Additional site improvements include grading, widening of the perimeter access road, construction of a metal pole barn for generator storage, introduction of a security gate, security system, fencing, and installation of landscaping. The project will also include the conversion of an existing valve vault into a manhole to serve as an emergency overflow connection between the new wet well and the existing equalization basin. There will be pipe and manhole lining associated with portions of the project. The existing lift station will remain operational throughout the construction period to maintain continuous service, requiring coordination with utility providers. Contractor to provide transformer pad and primary conduit in accordance with FPL standard requirements. Upon completion and successful commissioning of the new lift station, the existing structure and its mechanical and electrical components will be decommissioned and demolished. All work shall be performed in accordance with the Contract Drawings and Specifications.
B. The contractor shall always maintain backup power for the station. If necessary, a bypass pump or temporary generator shall be used to maintain constant operation of the lift station during emergencies or power outages. If a temporary generator is provided, then it shall be sized to energize all mechanical and electrical equipment.
