About this opportunity
The Bibb County School District is soliciting proposals from qualified roofing contractors for Solicitation 26-038, a roofing energy upgrade project spanning two phases across six school facilities in the Macon, Georgia area. Phase 1A encompasses roof replacement and recovery work at Heritage Elementary School, Rutland Middle School, and Rutland High School (all located at 6050 Thomaston Road), while Phase 1B covers Skyview Elementary School and Howard Middle and High Schools (located at 5700 Fulton Mill Road, Lizella, Georgia). The scope of work includes removal and preparation of existing modified bitumen roof systems, installation of new 60-mil white TPO (thermoplastic polyolefin) membrane systems over tapered polyisocyanurate insulation boards, replacement of wet insulation, and installation of new flashing systems, gutters, downspouts, copings, and sheet metal components. All work must comply with the Georgia Building Code (IBC 2024 with Georgia Amendments 2026), IECC 2015 with Georgia supplements, OSHA, NFPA 241, and ASTM standards, with wind uplift design based on ASCE 7-22 standards at 115 mph for Risk Category III exposure. Contractors must conduct an independent third-party infrared roof moisture survey within 30 days of Notice to Proceed per ASTM C1153-97 and verify findings using ASTM D7954/D7954M standards. The RFP was issued April 16, 2026, with a pre-bid meeting scheduled for April 28, 2026, at 8:00 a.m. EST at 4580 Cavalier Drive, Macon, Georgia; written questions must be submitted by May 5, 2026, at 8:00 a.m. EST; and proposals are due May 18, 2026, at 8:00 a.m. EST via the BONFIRE online portal. Proposals will be evaluated on a 100-point scale consisting of Company Overview (10 points), Cost (50 points), Project Timeline (20 points), and Experience (20 points), with contract award anticipated in June to one responsive bidder for an initial one-year term with four renewal options and firm pricing for a minimum of 180 days.
The Bibb County School District has established policies requiring contractors to utilize minority and small business enterprises as subcontractors and to employ meaningful representation of local and minority laborers, with at least 75 percent of the on-site workforce required to reside in Bibb County and surrounding counties. Bidders must certify compliance with nondiscrimination policies, drug-free workplace requirements, E-Verify and immigration reform laws per O.C.G.A. 13-10-91(b)(1), and noncollusion standards, and must obtain required Georgia licenses, provide appropriate bonds, and secure insurance coverage including Workers' Compensation at statutory limits and Commercial General Liability insurance with minimum limits of $250,000 per occurrence. No incumbent vendor information or existing technology integration requirements are specified in the RFP documentation. The contract will be structured as a nonexclusive requirements-type agreement with a one-year initial term and automatic renewal provisions subject to the School District's election, and the District reserves the right to reject any or all proposals; no specific budget or award value is disclosed in the available solicitation documents, though the estimated annual expenditure amount will be inserted into the contract template upon award. Contractors are required to maintain comprehensive insurance including Workers' Compensation, General Liability of not less than $1,000,000, Automobile Liability of not less than $1,000,000, and Umbrella coverage of not less than $1,000,000, with the School District named as an additional insured on all applicable policies.
