Summary of Bibb County School District Roofing Energy Project

This is a set of issued construction drawings for a roofing energy upgrade project by the Bibb County School District covering Skyview Elementary School and Howard Middle School & High School located at 5700 Fulton Mill Road, Lizella, Georgia. The project, identified as Phase 1B (Project No. 26BBEU21RF390), involves preparation and installation of new roof systems across three school facilities. The scope of work includes demolition and preparation of existing modified bitumen roof systems, installation of new mechanically fastened 2-inch polyisocyanurate insulation boards, and application of a new 60-mil white TPO (thermoplastic polyolefin) membrane system. Work also encompasses replacement of existing gutters, downspouts, and sheet metal flashings; removal and replacement of wet insulation; installation of new roof drains with tapered sumps; installation of overflow scuppers; and installation of new metal copings and penetration flashings. The drawings include detailed roof plans, wind uplift zone diagrams indicating pressures ranging from -10.6 psf to -38.5 psf based on ASCE 7-22 standards, tapered insulation plans, and comprehensive construction details for all roof penetrations and edge conditions. Design work must comply with current Georgia Building Code (IBC 2024 with Georgia amendments), IECC 2015 with Georgia supplements, and applicable ASTM standards.

The contractor is required to conduct an independent third-party infrared roof moisture survey per ASTM C1153-97 within 30 days after Notice to Proceed and verify findings using ASTM D7954/D7954M standards. All areas with trapped moisture must be marked and documented with PDF plans and written reports including photographs, with results distributed to Merik, Inc. design professionals. The contractor must verify existing field conditions, document existing conditions prior to work commencement, and notify the design professional via RFI of any errors, omissions, or discrepancies no less than 72 hours before bid submission. All materials must be new unless noted otherwise, and drawings are intended for 24x36 printing with actual dimensions verified in the field. All work shall comply with 2019 NFPA 241 for demolition operations, and construction submittals from contractors, subcontractors, and manufacturers must be submitted within three business days of third-party site visits in Adobe PDF format. The project involves wind uplift zone analysis across multiple roof sections with varying heights (15 feet to 25 feet) and requires confirmation that roof securement patterns meet specified wind uplift values for new roof materials only.

AREA OF MOISTURE

DETECTED IN ROOF SYSTEM

NOTES:

1. IR Roof Scan: The Contractor is to conduct their own roof independent thrid-party moisture survey within 30 days after Notice to Proceed. The roof moisture survey shall per ASTM C1153-97, “Standard Practice for Location of Wet Insulation in Roofing Systems Using Infrared Imaging and verify this survey using ASTM D7954/D7954M, "Standard Practice for Moisture Surveying of Roofing and Waterproofing Systems Using Non-Destructive Electrical Impedance Scanners”. Evaluate all roofs in the scope of work. Mark, with spray paint, areas determined to have indications of trapped moisture on the roof surface. Provide a PDF plan that documents the actual extent and locations of these areas. Provide a written report with photos that documents the locations and extent of moisture. Test result reports are to be copied to Merik, Inc. employees:

Michael Baker, AIA, RRC, baker@merikinc.com Jody Usry, jusry@merikinc.com and Chuck Kilgore, ckilgore@merikinc.com.

2. Wet Area Repairs: Remove existing membrane, insulation, base flashings, and base boards, down to the roof deck and outward until wet insulation is no longer present when evaluated by using a two-pronged moisture meter probe or other approved equipment. Remove in rectangular areas that can accommodate new polyiso insulation board rectangular shapes. Review the metal roof deck and remove any corrosion by wire brush. Reprime and coat brushed area with a compatible galvanizing paint prior to installing new polyiso insulation.

Install, as loose fill, new polyiso insulation board in two layers in the opening. Flush insulation board out with adjacent roof membrane surface height. Seal any gaps over ¼” with roofing two-part foam urethane. Patch by lapping a modified bitumen cap sheet a minimum of 3” on all sides over the opening.
