About this opportunity

Schertz-Cibolo-Universal City Independent School District is soliciting qualification-based proposals (RFQ 26-020V) for architectural services through the Texas region, with responses due by 2:00 PM on June 1, 2026. The procurement encompasses two distinct options that may be pursued separately or jointly: Option 1 involves comprehensive architectural design services for the renovation of Robert and Glenda Lehnhoff Stadium and portions of Samuel Clemens High School, including a new 30,000-square-foot field house with student locker rooms, weight room, multi-purpose meeting space, coaches' offices, training room, and equipment storage; a new press box with media, streaming, coaches, and scout facilities; expanded bleachers accommodating up to 10,000 spectators; new concession and restroom facilities; track replacement; new scoreboard with digital screen; turf installation; expanded parking areas; and interior cafeteria expansion into existing courtyard space, with design of all civil, structural, mechanical, electrical, plumbing, and technology systems; Option 2 establishes an indefinite delivery/indefinite quantity (IDIQ) pre-qualified architect pool for future construction, replacement, repair, renovation, and rehabilitation projects under Texas Government Code Chapter 2254, Subchapter A. Minimum qualifications require respondents to be licensed architects in Texas with at least five years of continuous business operation, a minimum of three completed relevant projects, proof of authorization to do business in Texas, and no record of judgments, lawsuits, or moral turpitude issues. Evaluation criteria for the 100-point scoring system include ability of professional personnel to perform services (40 points), references (10 points), ability to meet time and budget requirements (5 points), regional location proximity (10 points), current and projected workload capacity (10 points), adherence to code requirements (5 points), and performance on similar projects (20 points). A non-mandatory informational meeting and site visit are scheduled for May 12, 2026, at 3:00 PM, with final questions due by May 21, 2026, at 11:00 AM; renovation project evaluation is scheduled for June 3, 2026, finalist interviews for June 9-10, 2026, and tentative board approval for June 16, 2026, with contract execution expected by August 3, 2026.

This procurement includes no set-aside designations specific to disadvantaged enterprises, though the District must comply with federal requirements for small, minority, women-owned, veteran-owned, and labor surplus area firm affirmative action when federal funds are expended. No incumbent vendors or current contractors are identified in the solicitation documents. The District intends to award one firm for the renovation project and up to five professional architect firms for the IDIQ pool for use on an as-needed, project-by-project basis at the District's discretion. Selected firms must maintain comprehensive insurance coverage including commercial general liability of $1,000,000 per occurrence, business automobile liability of $500,000, workers' compensation, and professional liability of $1,000,000 per occurrence and aggregate. Contracts will utilize AIA Document B121-2018 as the standard form of master agreement with AIA Document B221-2018 for individual service orders, with the renovation project contract term extending from execution through project completion and IDIQ pool contracts including an initial one-year period with up to four additional one-year renewal options at the District's discretion with no minimum guaranteed amount. No specific budget ranges or award values are disclosed in the solicitation; pricing is not a factor in this qualification-based selection process, and vendors are instructed not to quote prices during the evaluation process.
