About this file
This is a Vendor Response Questionnaire for Schertz-Cibolo-Universal City Independent School District's Solicitation No. 26-020V, which seeks qualification-based proposals for architectural services. The District is requesting proposals for two distinct service options: Option 1 addresses architectural design services for the Clemens High School and Lehnhoff Stadium Renovation Project, while Option 2 establishes an IDIQ pre-qualified Architect Pool for construction, replacement, repair, renovation, and rehabilitation projects under Texas Government Code Chapter 2254, Subchapter A. Respondents may submit proposals for the Renovation Project only, the IDIQ Architect Pool only, or both scopes; however, if responding to both, vendors must submit separate documentation for each scope without combining references or project examples. The District intends to select one firm for the Renovation Project and up to five professional architect firms for the IDIQ Pre-Qualified Pool to be used on an as-needed basis depending upon project scope and specialty.
The evaluation criteria are structured across seven scoring categories totaling 100 points: Ability of the Firm's Professional Personnel to Perform Services (40 points), References (10 points), Ability to Meet Time and Budget Requirements (5 points), Location of the Firm (10 points), Recent, Current, and Projected Workload (10 points), Adherence to Code-Enforcing Entities (5 points), and Performance on Similar Projects (20 points). Vendor responses should prioritize recent, relevant experience with Texas public school districts and demonstrate qualifications through organizational charts, resumes of key personnel with professional registrations, project management approach, schedule and budget management capabilities, geographic proximity to the District, current workload capacity, familiarity with applicable regulatory requirements including the Texas Education Agency and Texas Department of Licensing and Regulation, and successful delivery of similar K-12 bond programs and renovation projects in occupied school environments.
