Responses must be submitted electronically via the Euna Bonfire platform by 2:00 PM on June 1, 2026. Evaluation of the renovation project is scheduled for June 3, 2026, with finalist interviews on June 9-10, 2026, and tentative board approval on June 16, 2026. The IDIQ pool evaluation occurs June 22-25, 2026, with board approval on July 9, 2026. Contract execution is expected by August 3, 2026. For the renovation project, the contract term runs from execution through project completion. For the IDIQ pool, contracts include an initial one-year period with up to four additional one-year renewal options at the District's discretion, with no minimum guaranteed amount.

Pricing is not a factor in this qualification-based solicitation, and no prices should be quoted during the evaluation process. The District intends to award one firm for the renovation project and up to five firms for the IDIQ pool on a project-by-project basis as determined in the District's best interest. Minimum qualifications require respondents to be licensed architects in Texas with at least five years of continuous business operation, demonstrate relevant experience through a minimum of three completed projects, provide proof of authorization to do business in Texas, and maintain no record of judgments, lawsuits, or moral turpitude issues. Evaluation criteria include the ability of professional personnel to perform services (40 points), references (10 points), willingness to meet time and budget requirements (5 points), regional location proximity (10 points), current and projected workload capacity (10 points), adherence to code requirements (5 points), and performance on similar projects (20 points). Successful vendors must provide comprehensive insurance coverage including commercial liability ($1,000,000 per occurrence), business automobile liability ($500,000), workers' compensation, and professional liability ($1,000,000 per occurrence and aggregate). The contract will utilize AIA Document B121-2018 as the standard form of master agreement, with AIA Document B221-2018 for individual service orders. Contracts are conditioned on best efforts to obtain appropriate funding from bond proceeds and general/federal funds, with the District retaining the right to terminate at budget period expiration or at any time without penalty.
