About this opportunity

Chatham County, Georgia, acting through the Chatham County Police Department (CCPD) and Chatham County E911, is requesting proposals for pre-employment psychological evaluation services for law-enforcement and emergency communications applicants, with proposals due October 29, 2026. The County affirmatively encourages minority-owned (MBE) and women-owned (WBE) business participation and will consider M/WBE participation as an evaluation factor.

The scope encompasses comprehensive psychological assessments, clinical interviews, written reports, and consultation support for applicants conditionally selected for sworn law-enforcement and emergency communications positions. The County anticipates evaluating approximately thirty candidates annually, though this estimate does not represent a minimum purchase commitment or guarantee of volume. Providers must submit unit pricing for standard complete evaluations, additional or follow-up testing, expedited forty-eight-hour delivery (if offered), consultation and clarification services, deposition and testimony preparation, travel and mobile services (if applicable), and cancellation or no-show charges. All ordinary labor, overhead, testing materials, report preparation, secure records handling, and routine travel within Chatham County must be included in quoted prices unless specifically identified otherwise.

The resulting contract term is one year with renewal options for four additional one-year terms. Successful proposers must obtain current Chatham County business licensing and maintain specified insurance coverage including $1,000,000 Commercial General Liability, and must execute a contract within 30 days of notice of award.

Evaluation criteria are experience (20 points), proposed psychologist qualifications and licensing (25 points), technical approach and evaluation methodology (20 points), M/WBE participation (15 points), cost proposal (15 points), and references (5 points). Interviews or presentations may be conducted at the evaluation committee's discretion and would carry up to 30 additional points. The County reserves the right to reject any or all proposals and is not bound to accept the lowest-priced proposal.
