About this opportunity
The City of Salem, Oregon is soliciting competitive sealed bids for Streetscape Improvements Phase V (2024b), Contract No. 256107, a comprehensive downtown streetscape reconstruction project located in Marion County. This public works procurement involves the reconstruction and enhancement of four distinct street segments: State Street, Liberty Street, Court Street NE, and Chemeketa Street NE, all located between Commercial Street NE and specified intersections. The scope of work encompasses Portland cement concrete curb, gutter, and sidewalk reconstruction; asphalt parking lane installation; street lighting upgrades with 20,000-lumen LED fixtures; comprehensive landscaping with native and drought-tolerant plantings; irrigation system installation; underground utility work including storm and sanitary sewer modifications; site furnishings; and associated infrastructure improvements. Bidders must hold either an Oregon Construction Contractors Board registration or an Oregon State Landscape Contractors Board license and must comply with prevailing wage requirements under ORS 279C.800 through 279C.870, with rates effective January 5, 2026. Electronic bid submission through Equity Hub's Bid Locker is required by 2:30 p.m. on March 17, 2026, with Substantial Completion required by September 30, 2026, and Final Completion by October 30, 2026. The contract will be awarded to the lowest responsive and responsible bidder based on total bid amount across General Costs and four optional schedules representing individual street segments. Bidders must submit bid security equal to ten percent of the maximum bid price in the form of surety bond, irrevocable letter of credit, or certified check, and must acknowledge receipt of both Addendum No. 1 (dated March 4, 2026) and Addendum No. 2 (executed March 6, 2026) with their proposals.
The contract does not include specific set-aside designations for disadvantaged enterprises, though all contractors must comply with federal, state, and local civil rights and nondiscrimination laws, including Salem Revised Code Chapter 97 and Title VI of the Civil Rights Act of 1964. Prior to award, contractors must provide answers to five specific questions stipulated in Salem Revised Code 2.380(b). No incumbent vendors or current contractors are identified in the procurement documents. The project requires coordination with multiple existing utility infrastructure providers including PGE, Salem Electric, Northwest Natural Gas, Lumen (CenturyLink), and Comcast, with contractors responsible for utility notification and coordination under Oregon utility notification rules and City of Salem standards. The project is funded by the City of Salem through public improvement funds with an engineer's estimate ranging from $1,854,000 to $2,368,000. The contract will require Performance and Payment Bonds equal to 100 percent of the contract price, comprehensive liability insurance including workers' compensation coverage, and includes liquidated damages provisions with daily rates ranging from $160 to $1,110 depending on the contract price bracket, assessed at 100 percent for Substantial Completion delays and 50 percent for Final Completion delays.
