Project Manual Summary: Streetscape Improvements Phase V (2024b)
This is a project manual and bidding document for the City of Salem, Oregon, for a comprehensive streetscape improvement project involving the reconstruction and enhancement of downtown street corridors. The project encompasses four distinct street segments: State Street, Liberty Street, Court Street NE, and Chemeketa Street NE, all located between Commercial Street NE and the intersections identified in the scope of work. The Work includes reconstruction of Portland cement concrete (PCC) curbs, gutters, and sidewalks; installation of asphalt parking lanes; street lighting; landscaping; irrigation systems; underground utility work including storm and sanitary sewer modifications; site furnishings; and all associated infrastructure improvements to meet current design standards. Bids are due by 2:30 p.m. on March 17, 2026, with electronic submission required through Equity Hub's Bid Locker. The contract includes two key milestones: Substantial Completion by September 30, 2026, and Final Completion by October 30, 2026. A preconstruction conference will be held after contract execution, and a Notice to Proceed will be issued upon execution of contract documents. The contract includes liquidated damages provisions with daily rates ranging from $160 to $1,110 depending on the contract price bracket, assessed at 100 percent for Substantial Completion delays and 50 percent for Final Completion delays.
The contract is awarded to the lowest responsive and responsible bidder based on total bid amount across General Costs and four optional schedules (Schedules A through D representing individual street segments). Bidders must hold either an Oregon Construction Contractors Board registration or Oregon State Landscape Contractors Board license. Bid security of ten percent of the maximum bid price is required in the form of surety bond, irrevocable letter of credit, or certified check. The contract requires Performance and Payment Bonds equal to 100 percent of the contract price, and comprehensive liability insurance including workers' compensation coverage. Prevailing wage rates apply to all workers, with rates effective January 5, 2026. The project is funded by the City of Salem through public improvement funds. Contract documents specify extensive submittal requirements including shop drawings, traffic control plans, erosion prevention plans, soil testing reports, and operation and maintenance data. A 12-month warranty period applies to all plant materials from date of Substantial Completion, with contractor responsible for maintenance during this period. The project includes work in the City's downtown historic district and requires coordination with multiple utility companies including Salem Electric, Northwest Natural Gas, Lumen (CenturyLink), and Comcast.
