About this opportunity
Texas Tech University System is seeking design professional services for a new Davis College of Agriculture & Natural Resources facility through a Request for Qualifications (RFQ) issued for project FP&C 25-03. The project involves designing an approximately 100,000 gross square foot building in Lubbock, Texas, which will include the Davis College Dean's suite, faculty/staff offices, Bill Bennett Student Success Center, Red Raider Meats store, classrooms, research spaces, collaborative areas, and multipurpose event spaces. The procurement will be conducted electronically through the Trimble Unity Construct bid portal, with responses due February 19, 2025, at 3:00 PM CT. Key procurement dates include a pre-response meeting on February 6, 2025, written inquiries due February 11, 2025, and responses posted February 14, 2025. The project will be completed in two stages: Stage One for Programming and Schematic Design, and an optional Stage Two for Design Development, Construction Documents, and Construction Administration. The scope also includes demolishing existing Fisheries and Wildlife (8,654 GSF) and CASNR Annex (9,391 GSF) facilities, with utility infrastructure work connecting to the central plant, water systems, and a new sanitary sewer lift station.
The project requires compliance with Texas Tech's Historically Underutilized Business (HUB) Subcontracting Plan requirements, with firms expected to demonstrate expertise in higher education facility design and academic space planning. Respondents must submit a comprehensive response showcasing ten representative projects: five demonstrating ability to complete similar projects on time and within budget, and five showing programming and space utilization expertise. The total project budget is $80,000,000, with design requirements aligned with the university's 2014 Masterplan and Campus Strategic Alignment Report, emphasizing the creation of academic "neighborhoods" with 10-minute walking distances. The selected firm must integrate the facility with existing campus infrastructure, follow Spanish Renaissance architectural vernacular consistent with the campus historical district, and support the Davis College's strategic vision of becoming a hub for agriculture, landscape, and natural resources innovation. Geotechnical services will be contracted under the selected Architectural/Engineering firm, and the project includes provisions for lecture capture, distance education capabilities, and appropriate acoustic considerations for teaching and research spaces.
