About this file
This is an Addendum No. Two to a Request for Qualifications (RFQ) issued by Texas Tech University System for Design Professional Services for the Davis College of Agriculture Sciences and Natural Resources project in Lubbock, Texas. The addendum provides clarifications including confirmation that Geotechnical Services will be contracted under the selected Architectural/Engineering firm, distance education capabilities will be needed in Red Raider Rooms, and lecture capture via Mediasite will be required in classrooms and labs with appropriate Noise Reduction Coefficient ratings. Construction will not be phased but swing space will be provided for current building occupants. Lab and fixed equipment will be specified by the AE and included in the CMAR's scope, while furniture and standard tabletop equipment will be specified by the AE and procured via FP&C. Responses are due February 19, 2025 at 3:00 PM CT, with shortlist selection by March 19, 2025, interviews April 2-3, 2025, and final selection April 4, 2025.
The addendum includes presentation slides detailing the project's location within Texas Tech's "Ag row" entering campus from the west, requiring Spanish Renaissance architectural vernacular consistent with the campus historical district. The approximately 100,000 GSF facility will be part of the university's 10-minute academic walk model and will connect to the Central Heating and Cooling Plant. The project includes demolition of existing Fisheries and Wildlife Building (8,654 GSF) and CASNR Annex facility (9,391 GSF). Respondents must upload submissions via the Trimble Unity Construct Bid Portal and check the Electronic State Business Daily website regularly for updates.

Project Information The proposed Davis College of Agricultural Sciences & Natural Resources facility is estimated to require approximately 100,000 gross square feet (GSF) of space.
The site location provides opportunity for the Davis College building to be a main feature of Ag row entering campus from the west.
The facility will be located adjacent to the campus historical district and the design should be consistent with the Spanish Renaissance architectural vernacular of the core campus.
Design and construction will comply with Texas Tech’s campus standards and architectural guidelines as defined in the 2014 Masterplan.
The facility will be an integral part of the future academic 10-minute walk model allowing for an inclusive academic and research environment for the TTU internal and external community.
The project includes demolition and possible hazardous materials abatement of the 1961 Fisheries and Wildlife Building (8,654 GSF) and the 1951 CASNR Annex facility (9,391 GSF).
The new facility will include a Dean’s suite, faculty and staff office space, support spaces, the Bill Bennett Student Success Center, a Red Raider Meats store, classrooms, class labs, research space, collaboration areas, and multipurpose space for events and conferences.
The facility’s location will allow tie into the Central Heating and Cooling Plant for steam, chilled water, chilled water return and condensate return.
A new water loop for domestic water and fire protection is requested.
TTU to provide study results on CHACP I plant capacity for this facility.
Replacement of sanitary sewer piping and a new lift station will be required.
Parking is not a part of the project scope however service vehicle access should be included.
Civil work includes evaluation and design of stormwater drainage from the site and along 15th Street.
Fundraising Materials will also be required.
In addition to programming the new facility, a detailed space utilization assessment will be required including space analysis of existing programs housed in other agricultural buildings on campus including Animal & Food Sciences, Plant & Soil Science, Goddard, Food Science, the Meats lab and livestock arena and the two buildings being demolished (Landscape Architecture/CASNR Annex and Fisheries and Wildlife Research).
Include prioritization of space reallocation for the Davis College and re-purposing (backfill planning) of existing space.
Evaluate faculty to student ratios and forecast future growth and space needs across the Davis College.
Define opportunities for program synergies between student services and academic departments.
Provide data-informed solutions that align with the university’s broader strategic goals.
