The project involves designing an approximately 100,000 GSF facility that will include the Davis College Dean's suite, faculty/staff offices, student success center, Red Raider Meats store, classrooms, labs, research space, collaborative areas, and multipurpose event space. The project has a budget of $80 million and includes demolition of existing buildings, utilities work, and site improvements. Responses are due by February 19, 2025 at 3:00 PM CT, with a pre-response meeting scheduled for February 6, 2025. The selection process includes potential interviews with shortlisted firms in early April 2025.

The project will be completed in two stages - Stage One for Programming and Schematic Design, and Stage Two (optional services) for Design Development, Construction Documents, and Construction Administration. The selected firm must comply with HUB subcontracting requirements and submit a detailed HUB Subcontracting Plan (HSP). The project requires compliance with Texas Tech's campus standards and 2014 Masterplan guidelines, SECO energy codes, and includes coordination with public art installation. Article 2. Project Information

Project: Davis College of Agriculture Sciences and Natural Resources

Project Number: 25-03

Institution: Texas Tech University

Location: Lubbock, Texas http://www.txsmartbuy.com/sp

Design Professional Services Request for Qualifications 2 Davis College of Agriculture Sciences and Natural Resources, FP&C 25-03

Texas Tech Program Director: Denise Hostick (email: denise.hostick@ttu.edu)

Project Budget: $ 80,000,000.00

Project Scope: Texas Tech University System and Texas Tech University are soliciting Design Professional Services for an approximately 100,000 GSF Gordon W. Davis College of Agriculture Sciences & Natural Resources building located on “Ag Row” at Texas Tech’s Lubbock campus. The new facility will include the Davis College Dean’s suite, faculty and staff office space, support spaces, the Bill Bennett Student Success Center, a Red Raider Meats store, classrooms, class labs, research space, collaborative areas, and multipurpose space for events and conferences.

The project includes demolition of the existing Fisheries and Wildlife building built in 1961 (8,654 GSF) and the CASNR Annex facility built in 1951 (9,391 GSF). The new facility location will allow tie into the TTU Central Heating and Cooling Plant for steam, condensate return, chilled water, and chilled water return. The design should include a new water loop for domestic water and fire protection. The project will also include replacement of old sanitary pipes, and a new sanitary sewer lift station. Plant utility capacities will be provided by the University.

Parking will not be included in the project scope, however a vehicular service drive for the building is required. Stormwater drainage from the site and 15th Street is included in the Civil scope of the project. The design and construction will comply with Texas Tech’s campus standards and architectural guidelines as defined in the 2014 Masterplan.

Public Art is planned for this project.

The Design Firm shall include programming and current space analysis for existing programs that are housed in other agricultural buildings. The buildings include the meats lab and livestock arena, animal sciences, plant and soil science, and the two buildings being demolished (CASNR Annex and Fisheries and Wildlife Research. The programming and space analysis will include but not be limited to:

The programming aspect for this project will be more extensive than a typical building programmatic review. The future Davis College building will be designed in accordance with the Campus Strategic Alignment Report by DumontJanks which is a data informed assessment outlining four distinct “neighborhoods” located in the core of campus promoting a student centric 10-minute academic walking environment.

Given the opportunity to positively realign several areas in support of the academic model of the Davis College, a comprehensive review of the entire Davis College is being requested. Within this larger scope, an effort is being requested to realign undergraduate programs, faculty, staff, and ancillary support within the future building while detailing back fill or realignment opportunities within other buildings within the college. This includes not only the physical realignment of spaces but also the alignment of functions across student services, academic departments, and research units. The goal is to foster deeper collaboration, enhance educational culture, and maximize the impact of all campus resources. These realignments will need to be data informed as they relate to the Strategic Assessment and facility inclusion of

Design Professional Services Request for Qualifications 3 Davis College of Agriculture Sciences and Natural Resources, FP&C 25-03 academic classrooms, class and research labs, and the core campus principles.

As part of a larger vision providing 10-minute access to Raider Rooms and class labs, the future Davis College building will be one of three main facilities housing a proportionate number of square feet directly associated with teaching and educational space. The number of classrooms and class labs is to be modeled from a campus perspective and in alignment with the other two facilities documented in the Campus Strategic Alignment Report. In addition, this exercise will need to evaluate opportunities in holistic integration of student services and research potentials across campus functions to support the academic and social goals of the college. This approach seeks to maximize interdisciplinary opportunities and ensure the building contributes to the broader campus ecosystem. The overall programmatic process should take into consideration the following elements from a College and University perspective while maximizing space utilization within the future building. This is not a comprehensive nor exhaustive list and only provides examples of the information that is requested with this study.

• Program academic faculty and staff realignments through the college in support of the Campus Strategic Alignment Report

• Faculty to Student ratios and projected growth

• Analysis of Student and Faculty Collaborative and Flexible spaces

• Research Lab space needs and Viability

• Classroom and Class Lab space analysis

• Future departmental and college space planning and modeling

• Opportunities for programmatic synergies between student services and academic departments

• Enhancement of interdisciplinary research, teaching, and outreach and engagement initiatives

• Integration of data-informed insights to align with the university’s broader strategic goals
