About this file
This document is a bid response process guide issued by the Texas Tech University System Facilities Planning and Construction department for using the Trimble Unity Construct electronic bidding system. The guide outlines a detailed 9-step process for submitting bids, including locating the bidding link on the Electronic State Business Daily (ESBD) website, signing into the bid portal, verifying company information, viewing bid documents, accepting/declining bid invitations, submitting questions through the Q&A board, reviewing addenda, completing the response form, and submitting the final bid. The process includes specific deadlines for questions and responses, with all communications being tracked electronically through the system.
The system eliminates paper-based processes by maintaining an automatically generated log of all communications and bid activity, which helps minimize risks and decrease liability. Bidders must submit responses in PDF format combined into one document, with specific requirements for RFP versus RFQ submissions (RFQ submissions require entering "0" in the Total Cost field). The platform includes features for downloading/uploading bid costs in Excel format, viewing addenda, and receiving email confirmations of submissions. After bid closing, a Selection Committee reviews submissions outside of Trimble Unity Construct, with bidders receiving notifications of awards or rejections through the system.

The Bidding Process
The Bidding Module eliminates the large paper trail. The system keeps an automatically generated log of all communications and activity, enabling the ability to document all bid activity and associated information exchange. This minimizes risks, decreases liability, and eliminates miscommunication.
Maintaining an online database of bidders and activity reporting for bids won, bids lost, and responsiveness provides historical references for future reference.
Executives or other individuals from the organization requiring visibility into bid activity can automatically generate the necessary bid reports.
