About this file

This is a bid response process guide from Texas Tech University System's Facilities Planning and Construction department for using the Trimble Unity Construct electronic bidding system. The document provides detailed step-by-step instructions for bidders to access, review, and submit bid responses through the Trimble Unity Construct Bid Portal via the Electronic State Business Daily (ESBD) website at txsmartbuy.com/esbd. The guide outlines nine key steps including locating bid links, signing into the portal, verifying company information, viewing bid documents, accepting/declining bids, submitting questions through the Q&A board, reviewing addenda, completing the response form, and submitting final bids.

The system eliminates paper documentation by maintaining an automated log of all communications and bid activities while providing an online database of bidder information and bid histories. Bidders must submit responses in PDF format combined into one document, acknowledge all addenda, and may be required to enter cost information depending on whether the opportunity is an RFP or RFQ. After bid closing, a Selection Committee reviews submissions outside of Trimble Unity Construct and bidders receive notification of award or rejection through the system. The process emphasizes maintaining accurate records and proper documentation throughout the bidding cycle.

The Bidding Process

The Bidding Module eliminates the large paper trail. The system keeps an automatically generated log of all communications and activity, enabling the ability to document all bid activity and associated information exchange. This minimizes risks, decreases liability, and eliminates miscommunication.

Maintaining an online database of bidders and activity reporting for bids won, bids lost, and responsiveness provides historical references for future reference.

Executives or other individuals from the organization requiring visibility into bid activity can automatically generate the necessary bid reports.
