About this opportunity
The Office of Environmental Health Hazard Assessment (OEHHA) in California is conducting a Request for Information (RFI) for the Statewide Extreme Heat Ranking System (SEHRS) project, covering jurisdictions including Sacramento County, Sacramento City, and West Sacramento City. The procurement seeks vendor capabilities to transform a static website into a dynamic platform and develop a mobile application called CalHeatScore, which will notify Californians about heat events and provide protective resources. The project requires technical expertise to design, develop, deploy, and maintain integrated data systems that can process weather data for 1,800 ZIP codes every 24 hours, with a focus on creating a first-of-its-kind national heat ranking system. Key deliverables include a Drupal 10-based website and a cross-platform mobile application with multilingual support (initially English and Spanish), featuring real-time analytics, location-based services for cooling centers, and mobile notifications. Critical procurement dates include: intent to respond due November 13, 2024; questions due November 20, 2024; answers/addenda release November 27, 2024; and RFI responses due December 11, 2024 at 3 PM PT. Vendors must demonstrate capabilities in website transformation, mobile app development, cloud-based data warehousing, and integration of data from multiple sources such as the National Weather Service, NOAA, and Office of Emergency Services.
Current project contracts include Capio Group for Project Management, Infinite Solutions for Independent Validation & Verification, UCLA Regents for Research/Development Heat Ranking, and Sunstone IT for ESRI services. The project will follow an Agile methodology and does not appear to have specific set-aside designations for disadvantaged enterprises. The budget range for this initiative is $650,000 to $750,000, with an emphasis on business resiliency and minimal system downtime. The technical infrastructure will utilize REST API connections to manage datasets, with the scientific team handling data management and the IT vendor responsible for technical implementation. While no specific restrictions on responding organizations are mentioned, vendors must be capable of conforming to CA.gov templates and handling complex data integration from multiple government and research sources. The system will not process Personal Health Information (PHI) or Personally Identifiable Information (PII), and the project includes community engagement components extending through 2025. Successful vendors will need to demonstrate strong technical capabilities in web and mobile application development, data integration, and support for California's climate change mitigation objectives.
Opportunity text
The purpose of this Request for Information (RFI) is to solicit information, suggestions, and best practices on the technical resources needed to transform and maintain a static website to a dynamic website as well as design, develop, deploy, and maintain a mobile application and their corresponding integrated data systems for the Statewide Extreme Heat Ranking System (SEHRS) project initiated by the OEHHA in the State of California. The ranking system will be designed to notify Californians that a heat event is occurring and identify resources to protect themselves. This ranking system will be a first-of-its-kind in the nation and is poised to further California's leadership in mitigating and adapting to climate change. Both the SEHRS website application and mobile application are jointly known as CalHeatScore. Both applications must support business resiliency as it is integral to the business operation of the department and requires little or no downtime to remain in compliance with state and local regulations and guidelines. Refer to RFI attachments for more details. Pay attention to Key Action Dates. Ensure to submit responses electronically to Acquisitions.Sections@oehha.ca.gov.
