About this opportunity

The Pennsylvania Game Commission Bureau of Law Enforcement is requesting bids on vehicle upfit and removal services for law enforcement patrol and supervisor vehicles under IFB 23BLE East, with proposals due September 30, 2026. Bidders must be qualified radio and vehicle maintenance services installers or dealers capable of performing installations at their own premises and maintaining physical service locations within specified radii: 50 miles from the PGC Southeast Regional Office in Reading, Pennsylvania (Lot 1) or 20 miles from PGC Harrisburg headquarters (Lot 2).

Lot 1 encompasses upfitting 29 vehicles for the Southeast region: eleven Silverado 1500 PPV units with Diamondback covers, six Silverado 2500 units with Diamondback covers, seven Tahoe Supervisor Build vehicles, and five Tahoe Law Enforcement Patrol vehicles. Lot 2 covers removal and tear-down services for 91 vehicles and 640 grommets statewide at PGC headquarters in Harrisburg. The scope includes installation of agency-provided components (Federal Signal lighting, Setina prisoner cages, Motorola APX 8500 radio systems, Havis console mounting systems, and related telecommunications and lighting equipment) and vendor-procured materials (custom equipment boxes, electrical components, Pro-Gard weapon racks, and wiring accessories) per detailed specifications in the Warden-Supervisor Vehicle Installation Service Manual. Bidders must demonstrate facility capacity to upfit a minimum of two vehicles per week and submit photographs of previously completed law enforcement vehicle projects.

The contract commences no sooner than November 1, 2026, and continues through June 30, 2027, with renewal options for up to four additional one-year terms at rates subject to increases up to 3 percent annually. The anticipated annual procurement is 50 to 65 vehicles. Award will be made by Best Value Determination to the lowest responsible bidder meeting all specifications. Bidders may pursue one or both lots but must respond to all line items within a selected lot. Invoices must include itemized documentation with unit prices, quantities, and work tickets, submitted to Project Manager Mike Watkins (mwatkins@pa.gov). The Commonwealth requires Pennsylvania Worker Protection certification and compliance with Pennsylvania labor and workplace safety laws. The Reciprocal Limitations Act applies; bidders must disclose manufacturer and state of manufacture.
