About this file
This is a specifications and project description document issued by the Pennsylvania Game Commission (PGC) Bureau of Law Enforcement (BLE) for an Invitation for Bid (IFB) to procure vehicle upfitting and removal services for Law Enforcement patrol and supervisor vehicles. The project encompasses upfitting twenty-nine (29) vehicles across four line items in Lot 1, including eleven Silverado 1500 PPVs with Diamondback covers, six Silverado 2500s with Diamondbacks, seven Tahoe supervisor builds, and five Tahoe law enforcement patrol vehicles, along with removal services for ninety-one (91) vehicles and six hundred forty (640) grommets in Lot 2. Bidders must demonstrate facility capacity to upfit a minimum of two or more vehicles per week, maintain a physical service location within fifty miles of the PGC Southeast Regional Office (Reading, PA) for Lot 1 or within twenty miles of PGC Harrisburg headquarters for Lot 2, provide photographs of previously completed law enforcement vehicle projects, and acknowledge ability to install agency-provided components per the specified installation and service manual. The contract will commence on the effective date of the fully executed purchase order no sooner than November 1, 2026, and may be renewed for up to four additional one-year terms upon mutual agreement between PGC and the vendor.
Bidders must submit bids reflecting the total cost of vehicle upfits, anticipated costs of vendor-procured materials, ability to install agency-provided equipment, and all applicable set-up fees, overtime charges, and shipping costs. All agency-provided components including radios, lighting packages, consoles, partitions, and specialized equipment will be drop-shipped to the awarded vendor's facility, with the vendor responsible for secure storage and regular weekly status reporting. Payment invoices must include itemized documentation with unit prices, quantities, total costs, and corresponding work tickets, submitted to the Project Manager (Mike Watkins at mwatkins@pa.gov) and the Pennsylvania Department of Budget with payment expected within thirty days of final product acceptance. The project is anticipated to require annual upfitting of fifty to sixty-five vehicles, with each lot awarded to the lowest responsible bidder meeting all specifications, and vendors may bid on one or both lots provided they respond to all line items within the selected lot.

ATTACHMENT B, SPECIFICATIONS FOR PROCUREMENT OF MATERIALS AND RADIO INSTALLATION, AND UPFITTING SERVICES FOR BUREAU OF LAW ENFORCEMENT PATROL AND SUPERVISOR VEHICLES
SPECIFICATIONS: The PA Game Commission (PGC), Bureau of Law Enforcement (BLE) is issuing an Invitation for Bid (IFB) to procure the services to provide limited material procurement and comprehensive upfitting services for agency-provided telecommunications components, light packages and other equipment for twenty-nine (29) Law Enforcement SUVs and Trucks to serve as State Game Warden and State Game Warden Supervisor patrol vehicles for Regional and Statewide use. This will be awarded as two separate lots; with Lot 1 being Vehicle Upfits within a fifty-mile radius of the Southeast Regional Office, and Lot 2 being removal services within a twenty-mile radius of the PGC Harrisburg HQ. Each Lot will be awarded to the lowest bidder.
Interested bidders must acknowledge their facility capacity for a minimum output of two or more vehicles per week, ability to install the outlined components below corresponding with the agency-provided installation and service manual (Attachment C) and deliver a finalized product which strictly conforms with current PGC build specs. Bidders, please note that bid submissions for this project must include the total cost of the vehicle upfits, anticipated cost of bid-awarded vendor procured materials (Attachment C), and ability to install agency-provided equipment (Attachment C), as well as applicable set-up fees, overtime, shipping costs incurred by vendor for materials, etc., which may alter the final cost of the bid; and must have experience building Law Enforcement patrol vehicles, and provide photographs of previously completed projects.
To support timely transport of vehicles and materials, a service radius requirement applies to each regional line item. Interested Bidders must maintain a physical service location within:
• 50 miles from the PGC Southeast Regional Office (Reading, PA)
Importance of Service Radius The service radius is established to ensure:
• Operational efficiency — BLE transports dozens of vehicles annually; limiting travel distance minimizes downtime and accelerates completion rates.
• Cost‑control — Shorter routes reduce fuel usage, staff transport time, and towing costs.
• Supply chain stability — Agency‑provided parts (lighting, radios, consoles, etc.) must be delivered securely; proximity reduces risk of delays or damage.
• Project throughput — Regular pickups/deliveries (e.g., two or more vehicles per week) require predictable, short‑distance logistics.
• Emergency responsiveness — BLE must be able to resolve unforeseen installation issues rapidly.
These factors ensure the awarded vendors can meet the production‑line pace needed in a multi‑region statewide upfit project.
Please refer to the regional allocation list below and in Attachment D, Regional Service Radius & Vehicle Allocation Matrix prior to bid submittal so interested bidders are aware of region-specific scope and work encumbrances:
Listed below are the allocations of required upfitting services for each region organized by vehicle type, purpose and line-item number designation. Interested bidders operating out of multiple shop locations may bid on one or more-line items but must detail in their bid submission the locations of their facilities, weekly output capabilities and facility security. Interested Bidders please note: The quantities set forth in the line items outlined below and within this specification document and subsequent attachments are approximate and represent the estimated requirements for the contract period.
The resulting contract from this bid may be renewed for up to four (4), one-year terms upon mutual agreement between the PGC and the vendor.
