About this opportunity

The City of Jackson Community Development Department is requesting sealed competitive bids for roof strip and replacement, new gutter installation, and porch beam work at 225 W High Street under its Community Development Block Grant (CDBG) housing rehabilitation program, with bids due June 24, 2026 at 10:00 a.m. The solicitation is a Phase 2 rebid.

This project is CDBG-funded and therefore subject to federal compliance mandates including Davis-Bacon Act wage requirements, Section 3 of the Housing and Urban Development Act of 1968, affirmative action for minority and women's business enterprises, equal employment opportunity under Executive Order 11246, and the Copeland Anti-Kickback Act. Contractors must comply with the Contract Work Hours and Safety Standards Act and environmental standards under the Clean Air Act and Clean Water Act. The City reserves the right to suspend or terminate the contract for material non-compliance, debar contractors from future City work, or complete work at the contractor's expense for missed deadlines.

Scope includes stripping existing shingles and felt, repairing roof framing as needed, installing 7/16-inch oriented-strand board sheathing with ice shield, asphalt-saturated felt, and new architectural-style roofing; furnishing and installing approximately 130 linear feet of 5-inch K-type baked aluminum gutters and 60 linear feet of downspout in dark brown color (or matching existing materials); and straightening and realigning the porch system with treated-wood posts and beam installation. The contractor must obtain all required permits and inspections, conduct final measurements, and provide an eighteen-month warranty on all work and materials.

Bidding is on a lump-sum basis across three line items. Contractors must maintain active Michigan State contractor licensure, register with the City of Jackson, and maintain current SAM.gov registration. Commercial General Liability insurance with $300,000 bodily injury per occurrence and $500,000 aggregate is required, along with Automobile Liability coverage. Contractors must also provide Performance, Labor and Material Payment, and Maintenance and Guarantee bonds. Proposals must remain valid for 90 days following bid opening. No pre-bid meeting is scheduled; contractors may contact the homeowner, Lekedia Baltimore (517-789-6209), to arrange site access. Award will be made to the responsible bidder submitting the lowest compliant proposal. Bids must be submitted electronically via the City of Jackson e-Procurement Portal.
