About this opportunity

The Florida Department of Military Affairs, Construction and Facility Management Office, is soliciting sealed bids under Invitation to Bid 224003 for full facility sustainment of the 17,208-square-foot Chipley Readiness Center at 749 7th Street, Chipley, Florida, with bids due December 17, 2026. Level 5 bids (over $500,000) require prequalification documentation, including a Florida State Contractor License, corporate charter number, proof of an active office within 300 road miles of the project, resumes for the Project Manager and Project Superintendent meeting Florida Administrative Code requirements, a 36-month project status history, proof of completing at least two similar projects within the previous five years, MyFloridaMarketplace registration, and a bonding company letter of intent. Level 4 covers projects from $200,000 to $500,000.

The work is maintenance, repair, and lifecycle replacement with no new construction, covering roofing, building envelope sealing, exterior and interior repairs, latrines and showers, electrical, water and sewage, HVAC, fire alarm and mass notification, communications, windows, fencing and gates, lighting, parking-area sealing and re-striping, Anti-Terrorism-Force Protection measures, site drainage and grading, and signage. Demolition, renovation, and new work for Building #2 (Platoon Storage) is Additive Bid Alternate #1 and must be priced on a separate line item, and failure to separately price it may result in bid rejection. Bidders must list subcontractors by discipline with license numbers, and unverified licensing may render a bid nonresponsive. Bid security equal to at least 5 percent of the total bid is required, and the supplemental conditions require a bid bond on bids over $100,000.

Substantial completion is due within 300 calendar days after Notice to Proceed, with liquidated damages of $182.54 per calendar day for delay. Performance and labor and material payment bonds equal to 100 percent of the contract sum are required on projects over $100,000. The contractor must establish a local office, and general liability coverage must carry a minimum of $1 million per occurrence. All employees, agents, and subcontractors working in Department of Military Affairs facilities must pass criminal history background checks. Davis-Bacon and related federal labor standards apply if determined applicable. CPH Consulting of Sanford, Florida is the Architect/Engineer.

The award goes to the lowest responsive and qualified bidder, and the state reserves the right to reject any or all bids, particularly if the low qualified bid exceeds the construction budget. Proposals remain valid for 60 calendar days from bid opening, and the successful bidder must execute the formal agreement within 10 calendar days.
